DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24625Q0184 In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2) this Request for Information is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. Responses are strictly voluntary. Respondents will not be compensated, and all information becomes property of the Government upon submission. Additionally, the Government reserves the right to revise and refine contract requirements before the release of any associated solicitation. PURPOSE: Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for construction services to complete the attached scope of work. The work site is main building 500 located in the Central Virginia VA Health Care System (CVHCS), formerly Hunter Holmes McGuire VA Medical Center, at 1201 Broad Rock Blvd. Richmond, VA 23249 for the Improve 4B | Project # 652-14-106. In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO 6 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. NOTE: A set-aside category has not been determined. The information compiled by this sources-sought will be used to make the determination on the best procurement strategy for this requirement based on the current market. PROJECT DESCRIPTION: The Central Virginia VA Health Care System (CVHCS), is seeking a General Contractor to renovate the existing 4B inpatient nursing unit and adjacent corridors. Project space is located at Building 500 fourth floor. Project involves demolition of existing space and interstitial space above. Renovation involves construction of 21 bed patient rooms including one isolation room, and one bariatric room. Renovation also includes offices for clinicians and support staff, telemetry monitoring room, staff break room, two staff restrooms, and additional spaces to support hospital staff and patient care. Project will involve two major phases; each phase will have full-start up and close out. Phasing is to allow for continued patient care and hospital operations during the project renovation. Total renovation space covers 16,750 SF area. ADMINISTRATIVE: The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. VAAR 836.204 Disclosure of the magnitude of Construction projects: Between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this action is 236220 with a size standard of $45.0 Million. The duration of the project is currently estimated at 540 calendar days from the issuance of a Notice to Proceed. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. INSTRUCTIONS FOR RESPONDING: 1.
