Aberdeen Test Center Security Gate Operator Installation

This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 (22 APR 2024). The solicitation number for this request for proposal (RFP) is W91ZLK-25-R-0006.
This requirement is under the associated North American Industry Classification System (NAICS) Code 238990 – All Other Specialty Trade Contractors. The Government contemplates award of a Purchase Order on a firm-fixed price (FFP) basis as a 100% Small Business Set-Aside in accordance with FAR 13, Simplified Acquisition Procedures. The period of performance is within 3 months from the date of award. This procurement will be evaluated as Tradeoff, for the procurement of the following services.
Security Gate Operator Installation for the security gates at the U.S. Army Aberdeen Test Center (ATC) for a Base Period of 30 calendar days for performance, with an additional 60 calendar days to allow for invoicing. This is a non-personal services contract to performance removal of the existing Hysecurity Slidedriver 222 Gate Operators and install contractor provided Brand Name Hysecurity Slidedriver II Gate Operators.
Additional details are located within the attached revised Performance Work Statement (PWS) dated December 10th, 2024.
Place of performance shall be concentrated onsite at multiple locations in Edgewood and Churchville Maryland.
Award will be made to the Offeror whose response to the Combined Synopsis/Solicitation represents the best value to the Government. Proposals will be evaluated in accordance with the Tradeoff Source Selection process described in FAR 15.101-1.
Site Visit
In align with FAR 37.110(a), solicitation provision 52.237-1, Site Visit, is included as the work is to be performed on a Government Installation.
FAR 52.237-1, Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
The Government will allow access to Aberdeen Test Center (ATC) restricted area gates locations on Aberdeen and Edgewood Proving Ground Tuesday, 03 December 2024 9am Eastern Time.
Offeror participation is limited to no more than two (2) individuals per organization. Offerors must register by e-mail to christine.n.orr.civ@army.mil and william.r.marion8.civ@army.mil as soon as possible, no later than Friday November 29th, 2024, at 12pm Eastern Time. Registration requests shall include company name, CAGE code, names of personnel with their roles/titles and cell phone contact information. Upon registration confirmation, the Government Point of Contact cell phone information will be provided for the site visit.
Attendees should allow sufficient time to enter the installation. Visitors must enter the Hoadley Road of APG-EA, located on MD Route 24, to obtain a visitor’s pass. - All information shall be confined to the appropriate volume. The Offeror shall confine all submissions to essential matters and sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked. The following shall be included in the volumes:
- Volume I: Factor 1 Technical Proposal - The offeror’s proposal shall adequately describe and present a clear understanding of the requirements specified in the Performance Work Statement (PWS).
- Subfactor - Site Visit Requirement: Participation in the APG site visit is required to evaluate general and local conditions that may affect the cost of the contract performance.
- Volume II: Factor 2 Price Proposal - Proposed Firm Fixed Price for Base Period, using the Attached Schedule of Services. Contractor to provide a price for each of the six gates at four locations to be replaced and a single total proposed price.
BASIS FOR AWARD:
Tradeoff analysis will be used to evaluate proposals. The award will be made to one responsible offeror whose proposal is determined to be the best value to the Government. “Tradeoff” is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror where the decision is consistent with the evaluation criteria. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.
Factor 1, Technical Volume is significantly more important than Factor 2, Price.
The following factors shall be used to evaluate offers:
1) Factor 1 Technical Volume - The Government will evaluate Offerors ability to demonstrate their best approach for meeting all of the requirements specified in the PWS to include the plan and schedule to perform removal of HySecurity Slidedriver 222 Gate Operators and the installation of contractor provided HySecurity Slidedriver II Gate Operators with factory installed heaters, with pedestals for (4) of the operators, and associated components for the security gates. The Government views the ability to install circular standard traffic loop cutting as a best value component, however it is not required for technical acceptance. Offerors must also participate in the site visit held on December 3, 2024 to be considered technically acceptable.
2) Factor 2 Price - Price will be evaluated in accordance with FAR 15.404-1 Proposal analysis techniques. Price analysis using one or more methods listed under FAR 15.404-1(b) will be used to ensure that the proposal will result in a fair and reasonable price.
Rating Definition
High Confidence: The Government has high confidence that the Offeror understands the
requirement, proposes a sound approach, and will be successful in performing the
contract with little or no Government intervention.
Some Confidence: The Government has some confidence that the Offeror understands the
requirement, proposes a sound approach, and will be successful in performing the
contract with some Government intervention.
Low Confidence: The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even
with Government intervention.
