THIS RFI IS NOT A REQUEST FOR PROPOSAL. This RFI is intended for market research to determine potential and eligible vendors capable of providing engineering and technical services in support of various Target Mission Support Systems (TMSS) described below prior to determining the method of acquisition. The U.S Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
The procurement will be for engineering and technical services in support of Navy Aerial Targets, Moving Land Targets (MLT), Seaborne Targets, Target Control Systems (TCS), Target Auxiliary Augmentation Systems (TA/AS), Scoring System Suite (SSS), Tactical Training Ranges, Test and Evaluation (T&E) Ranges and various interfacing platforms and associated programs. The aforementioned product lines and systems are currently in production and/or fielded and this procurement will be for engineering and technical services, recurring software updates and recurring cybersecurity updates in support of these systems.
ELIGIBILITY: The Product Service Code (PSC) for this procurement is R425, “Engineering and Technical Services.” The North American Industry Classification System (NAICS) is 336419, “Other Guided Missile and Space Vehicle Parts and Auxiliary Manufacturing”, size standard 1,000 employees. All interested businesses are encouraged to respond.
SUBMITTAL INFORMATION: It is requested that interested businesses submit to the contracting office a brief capabilities statement package no more than 10 pages in length, single spaced, 12-point font (minimum) demonstrating ability to meet the requirements outlined above. This documentation must address, at a minimum, the following:
- Company Contact Information to include: Company Name, Company Address, Cage Code, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
- Company Profile to include: Number of employees and UEI number;
- Identify whether services offered are procurable under a General Services Administration (GSA) contract vehicle and identify the number of that contract, along with a Government POC and contact information.
- Statement regarding capability including how your company intends to obtain the necessary engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operation characteristics of the systems in order to provide the necessary engineering and logistical support efforts within required timeframes.
If you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in the specifications. It is important to note the limitations on subcontracting, as indicated by FAR Clause 52.219-14.
The capability statement package shall be sent via email to Ms. Sarah Carter at sarah.b.carter8.civ@us.navy.mil. Submissions must be received no later than 5:30PM Eastern Standard Time on 25 November 2024.
All interested parties must submit written responses, via electronic mail. When ready to submit a written response, please email Ms. Sarah Carter and request for drop-off via DoDSAFE. The Navy does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. While the Navy intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Navy will not use any information provided to level your company’s approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Navy will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Navy regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
