This is a combined synopsis/solicitation for commercial items/services prepared in accordance
with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in
this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland
intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for: Powder Mixing Training Course. This effort will be a Competitive Procurement. Training will be required to provide a full service, instructor-led Powder Mixing Technology course with a maximum of 25 employees per class. The course curriculum shall provide information describing typical problems that develop during powder blending, powder properties and measurements, tumble blending equipment and mechanisms, mixing in bulk storage, mixer components, and safe handling of powders. Additionally, selection of suitable industrial equipment for particular mixing duties will be discussed analyzing mixer performance in terms of process advantages, mixture quality and the flexibility of the mixer for multi-product manufacture. The length of the course shall be three (3) consecutive days, eight (8) hours each day. Specific dates will be agreed upon by the Government TPOC (listed below) and the Contractor. The Contractor shall provide learning materials which should consist of workbooks, handouts, and quick reference
guides for each participant. The Powder Mixing Technology Training course shall be conducted on-site at NSWC IHD or off-site at
the College of Southern Maryland (CSM) Velocity Center (VC), Indian Head, MD. This solicitation will be competed as
full and open. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0017425R0017. The NAICS code is 611430 and the business size standard is 15,000,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the
Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition
Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531.
The Government will award a contract resulting from this solicitation to the responsible vendor whose quote,
conforming to the solicitation that will be most advantageous to the Government, price and other factors
considered. The Government intends to evaluate all timely quotes received from eligible vendors on a lowest price
technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without
discussions with quoters. The Government reserves the right to conduct discussions if the Contracting Officer later
determines them to be necessary. The Government will make award based on the availability of funds.
