Sources Sought – PARA Fire Suppression System
The National Park Service is considering a contract at Grand Canyon-Parashant National Monument to install a Fire Suppression System in 2 Cabins at the Dellenbaugh Administration Site located approximately 90 miles from St. George, Utah.
This project will bring structural fire protection to two National Park Service log cabins located at the Dellenbaugh Admin Site at Grand Canyon-Parashant National Monument. The cabins have changed National Fire Protection Code (NFPA) occupancy codes from residential to lodging. Therefore, additional fire suppression components are required to bring the facility into compliance with applicable NFPA codes. This facility provides lodging and research, fire and law enforcement support facilities in a very remote location, 90 miles away from the closest firefighting facility, and will provide structure protection to the two cabins at the only National Park Service administrative facility in the monument. The work would include:
• Install submersible pump, wet pipe valves, gauges, alarms, piping, electrical systems, and control components.
• Install operational generator.
• Trenching and backfilling of water pipes and electrical conduits.
• Install automatic sprinkler heads attached to piping system.
• Install new incoming service main supplied from a new water booster pump installed in existing 10,000-gallon underground water tank.
• Install a fire alarm detection system for all areas of both cabins.
• Install fire alarm control panel, control modules, power booster panel, manual pull stations, photoelectric smoke detectors, and heat sensors.
• System will use Tyco LFP Antifreeze+ product.
The Dellenbaugh admin site is an isolated, remote location. There is no cellular, landline, cable, or public internet service. There are no medical facilities within the area, with the closest being 90 miles away. There are no vehicle maintenance services or fuel available at the site. All food and fuel must be transported to the site. Lodging is not available at the site, and dispersed recreation camping is available on BLM land near the job site as commuting to the job site from St. George is not recommended. Access to the work site is by unimproved, BLM and Mohave County maintained roads which condition varies depending on time of year and can be in fair to poor condition. High clearance, 4-wheel drive vehicles are recommended for travel.
Submission Instructions: Responses via email are due by 1400 PDT on 12/06/2024 to the contract specialist, Caleb Overbaugh, at caleb_overbaugh@nps.gov and must include the information requested below. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought. Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm’s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:
1. Company name and address;
2. Points of contact (names, titles, phone numbers and email addresses);
3. Unique Entity ID (UEID), as registered in the System for Award Management (SAM) at http://www.sam.gov/
4. A capability statement addressing relevant prior experience directly related to the installation and testing of a fire suppression system with the components indicated.
5. Answers to the following questions:
a. In the past, contractors generally camped on BLM Land, but did not have access to any utilities. The NPS Admin site has 2 RV full hookup sites, water, and limited power available through an off grid solar system. Would the option to use the NPS RV sites for an additional camping fee be preferred over camping on BLM Land?
b. Are there any alternate product options instead of the Tyco LFP Antifreeze+ product for keeping the pipes from freezing?
c. If the remoteness of the jobsite is the factor preventing you from submitting a proposal, what could the NPS offer to entice contractors to work at this location?
