USDA Warmwater Aquaculture Research Unit Truck Mounted Catfish Feeder
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B25Q0036 and is issued as a request for quotation (RFQ). The NAICS code is 333241 – Food Product Machinery Manufacturing. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular FAC 2024-05
Any quotes not meeting the minimum specifications will not be considered.
SPECIFICATIONS
The USDA, ARS, Warmwater Aquaculture Research Unit in Stoneville, MS has an immediate need for a Truck Mounted, Divided-Hopper Catfish Feeder with weight scales, blower motor, and truck cab-mounted controls. Specifications for the Feeder are as follows:
Feed Hopper
The feed hopper should be industry standard 8 feet by 8 feet with 24-inch sides above the hopper cone. Maximum height shall be 88 inches from ground level after being mounted on truck chassis. It should be divided into two equal halves (front and rear) by a metal plate to accommodate 2 types of feed at the same time. It shall have both front and rear doors and actuators for each door. There shall be a fixed discharge on the driver side in the middle of the hopper, no longer than the side of the feed hopper and elevated 20 degrees. The feed hopper frame shall have fenders to cover the rear tires.
Blower and Motor
The Blower shall be double-pulley belt driven by a 28 horsepower, electric start, gasoline-powered engine mounted to the feeder frame. If possible, the fuel pickup for the blower motor should be from the truck fuel tank.
Weigh Scale and Indicator
The scale shall have 30,000-pound load cells and a Weigh-Tronix 640M Indicator.
General
The Truck mounted feeder shall be installed on a 2024 Ford F-350 DRW 4x4. The bed of the truck shall be removed to mount the feeder to the chassis and retained for government use. All controls and indicators, such as blower motor starter switch, actuator switches, and weigh scale controls, shall be installed in the cab of the truck. All wiring shall be enclosed in conduit to prevent exposure to weather and physical damage. Maximum height of the feeder shall be no more than 88 inches from ground level after being mounted on the truck chassis.

QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees.
DELIVERY DUE DATE: The Government requires delivery on or before 30 ARO, however, each offeror shall include their proposed delivery schedule as part of their quotation.
PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.

FAR 52.212-2, Evaluation-Commercial Item, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based low price, technically acceptable.
The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material, and capabilities of the offeror’s equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein.
