This is a Sources Sought Announcement for the Bureau of Reclamation Missouri Basin Regional Office. This announcement is being used for market research and advanced planning purposes. Proposals are not requested and will not be accepted from this Sources Sought Notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED AS A RESULT OF THIS NOTICE.
The Bureau of Reclamation, Missouri Basin Region, Missouri Basin Regional Office, is seeking information to assess the delivery, capabilities, and interest for planning purposes for a contractor to provide tools and technical expertise to modernize applications written in OpenVMS Fortran and C to function identically in Red Hat Enterprise Linux (RHEL) version 8 and later operating environment. Specific requirements include negligible changes to the original OpenVMS Fortran and C code. The application displays would remain the same in the RHEL environment. The DCL would be converted to providing similar functionality in the RHEL operating environment. The applications include approximately 2,966 files with 598,433 lines of OpenVMS FORTRAN source code, 157 files with 25,786 lines of OpenVMS C source code, 1,857 file with 88,963 lines of OpenVMS Digital Command Language (DCL). The code uses 148 unique OpenVMS system services calls in the code.

The Government is seeking interested, capable small businesses, small disadvantaged businesses, woman-owned small businesses, HUBZone small businesses, Indian Small Business Economic Enterprises and/or service-disabled veteran owned small business concerns who have the capabilities necessary to successfully provide these custom computer programming services. The NAICS code for this order is 541511 Custom Computer Programming Services, with a business size standard of $34 million; PSC is DA10 IT and telecom - business application/application development software as a service.
It is anticipated the proposed award will result in a Firm Fixed-Price contract, to one contractor.
All responsible small business sources that believe they have the capability to meet this need may submit a capability statement along with a business profile to Howard Heflin at hheflin@usbr.gov by 4:00 PM MDT, January 10, 2025, which shall be considered by the agency. Any information received will be treated as market research information for future same or similar requirements.
The Government will not reimburse any costs associated with responding to this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not be bound to this information if a solicitation is issued. A determination by the Government not to compete this proposed contract action, based on the responses to this notice, is at the discretion of the Government.
