SCOPE OF WORK
Manitowoc 14000
The Saint Paul District of the U.S. Army Corps of Engineers (USACE) has issued this solicitation for the procurement and retrofit installation of a Camera System Package on the Manitowoc 14000 Crawler Crane located in Fountain City, WI. The Manitowoc 14000 Crane is part of the physical support fleet of equipment at the Fountain City Service Base. The U.S. Army Corps of Engineers, Saint Paul District, operates the Manitowoc 14000 Crane at the service base in support of the Maintenance & Repair and Dredge Goetz floating plant fleets. This contract is to supply the camera system & installation labor to increase operational safety of the Manitowoc 14000 Crane.
The Contractor shall be responsible for procuring all necessary parts, procuring all part installation services from manufacturer approved installation centers, procuring all installation supplies, installing all involved parts in accordance with manufacturers specifications, providing a manufacturer certified technical lead for installation work, and providing all associated labor
and materials, as well as any hazardous waste disposal, and environmental fees necessary to complete the installation outlined within this scope of work. The Contractor shall have a representative(s) present onsite to provide oversight of all parts installation, operational testing, and commissioning of the camera system.
All installation work shall take place at the Fountain City Service Base in Fountain City, WI.
2.b Project Scope Statement
The current state of the Manitowoc 14000 Crane is that it was originally built and delivered new without the optional Camera & Monitor System included in the procurement contract. It has since become accepted industry wide that crane operations can be conducted in a safer manner if camera systems are installed to display views of blind spots and major crane hoisting
components.
The Camera and Monitor System shall includes four (4) cameras consisting of a load view zoom camera mounted on the cranes boom tip, a fixed camera viewing the winch area, a fixed camera viewing the boom drum, a fixed camera viewing the rear of super structure for monitoring area behind the crane. The camera system shall be hardwired for improved reliability. It shall
include one (1) 12” viewing monitor mounted in the operator’s cab.
The scope of work includes the supply of all necessary camera system components as outlined and the installation of the entire associated system on the Manitowoc 14000 Crane. All camera system components shall be specified and installed by the contactor to work with the Manitowoc 14000 crane’s 24V DC electrical power system. The installation shall include all necessary
conduit, mounts, cable, cable connections, hardware, and junction boxes.
The work shall be completed by March 31, 2025.
3.b System Components
1. Load View Zoom Camera
Provide and install one (1) new load view zoom camera on the Manitowoc 14000 boom tip with hardwired controls. The load view zoom camera wiring shall be installed with cable connectors to ensure the boom sections can be taken apart during
maintenance without having to remove the cabling harness from the length of the boom. Overall boom length is 292 feet, each section (5 sections) of the boom is 58.4 feet long. The zoom camera design shall be able to maintain permanent vertical
downwards view regardless of crane boom angle, include a heated lens glass for all weather operations, be shock proof, be vibration proof, be 100% waterproof, have auto focus capability, and operate at temperatures ranging from -40 to 140 degrees
Fahrenheit.
1. Fixed Cameras
Provide and install three (3) new fixed cameras on the Manitowoc 14000 crane, of which one (1) each is positioned to view the winch area, the boom drum, and the rear of the super structure for monitoring the area behind the crane. The fixed
camera design shall include a heated lens glass for all weather operations, be compact industrial cameras, be shock proof, be vibration proof, be 100% waterproof, operate at temperatures ranging from -40 to 185 degrees Fahrenheit, and include
complementary metal oxide semiconductor (CMOS) sensor camera technology.
2. 12” Display Monitor
Provide and install one (1) 12” display/control monitor in the operators cab for viewing the cameras. The cameras shall be hardwired to the 12” monitor. The monitor design shall be shock proof, vibration proof, automatically adjusts the
brightness of the image to the ambient light, have a mirror-image correction, and allow communication to take place between the monitor and the camera as in the example to zoom in and out or to activate a different camera setting. The 12”
viewing monitor shall allow the crane operator to display a view of the four (4) cameras all at once and be able to select the individual camera views one (1) at a time.
