PROJECT TITLE: Philips Intellispace Cardiovascular System (ISCV) Maintenance Agreement
PURPOSE: The purpose of this Intent to Sole Source notice is to publish the VA’s intent to issue a Sole Source Purchase Order to the OEM Provider, Philips North America LLC. The intended Procurement will be a Firm Fixed Fee Order for a Base Year plus Four Option Years. Work will take place at the VA Medical Center White River Junction, 215 N Main St, White River Junction VT 05009.
WORK DESCRIPTION: The intended procurement seeks to purchase a maintenance agreement for the OEM Philips Intellispace Cardiovascular System (ISCV). Services under the maintenance agreement will store, process, and transmit DICOM images and reports with various imaging modalities and the electronic medical record. All software and hardware maintenance and support for the ISCV system, services will also include emergency service, factory authorized updates/modifications, technical support, and application support described in the Scope of Work. Technology, knowledge, technical expertise, and servicing capabilities for the ISCV is proprietary to Philips North America. A Sole Source Letter was provided by the Original Equipment Manufacturer (OEM) describing the proprietary nature of the Intellispace Cardiovascular System (ISCV).

PSC: The intended Product or Service Code (PSC) is J065 Medical Equipment and Accessories and Supplies.

AUTHORITY: The authority for applying the Simplified Acquisition Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901. This statute is implemented by for restricting competition on this procurement via FAR 8.405-6(a)(1)(i)(B).
A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Contracting Officer.
