This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. The Sole Source Justification is attached in the solicitation. This procurement action is intended to be solicited on a sole source basis to Keysight Technologies, Inc. calibration agreements for Field Foxes 50 GHz Microwave Analyzers in support of the Naval Submarine Base New London Groton, CT. 06340.
The reference number is N0018925Q0041. The proposed contract action is for commercial services, in accordance with the Product Breakdown. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-01 and DFARS Change Notice 20241115. The North American Industry Classification System (NAICS) Code is 334515 and the Small Business Standard is 750 (# of employees). Interested persons may identify their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations
received by the closing response date, will be considered by the Government. A determination by the Government not
to compete with this proposed contract based upon responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for the purpose of determining whether to
conduct a competitive procurement.
This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov. A request for quote will be available for download on or about 11 December 2024. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
