This is a Sources Sought notice for domestically manufactured products only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Per the Buy American Act and Executive Order 14005, the National Institutes of Allergy & Infectious Disease (NIAID) is seeking information for domestically manufactured products only, Per the requirements under the Buy American Act and requirements relating to Executive Order 14005 entitled: “Ensuring the Future is Made in All of America by All of America’s Workers”, in the event that a nonavailability waiver request submitted through the Made in America Office (MIAO)’s Digital Waiver Portal is required." Respondents must certify in capabilities statement that products are manufactured in the United States.
The purpose of this notice is to obtain information regarding the availability and capability of all U.S manufactured products that are equal to the following product:

The instrument should be equipped with eight individual heating units that offer a fully automated workflow for tissue dissociation. In addition, the instrument should allow the user to create user-defined programs for almost any biological material. All eight positions should be able to be operated independently. The single-cell suspensions or thorough homogenates should be easily and reproducibly obtained using the unique C Tubes or M Tubes. These single-use tubes should allow sample preparation in a closed and sterile system, providing a high level of user safety and minimize cross-contamination.
Applications:
The Benchtop Instrument with heater should be equipped with several programs for fully automated tissue dissociation into single-cell suspensions, including:
- mouse or human tumor
- mouse or rat neonatal heart
- neural tissue
- mouse spleen, lung, lamina propria, epidermis, or liver
- mouse or rat skeletal muscle and more
Capability Statement/Information Sought
All capable vendors should respond with a brief capability statement demonstrating an equal product that is manufactured in the United States by December 17, 2024, by 12:00 PM EST.
Capabilities statement must also include the following information: 1) organization name, address, point of contact, email address, website address, telephone number, UE ID# with an active SAM.gov registration, and a tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability.
Submission Instructions
Interested businesses who consider themselves qualified to provide the above-listed items are invited to submit a response to this Sources Sought Notice by December 17, 2024, at 12:00 PM EST. All responses under this Sources Sought Notice must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government.
