The purpose of this Sources Sought Notice is for the advertisement of forthcoming Solicitation (RFP) SPRPA1-25-R-702E to conduct market research and to gauge potential interest in subcontracting opportunities for 463 Commercial Common DLRs. The Defense Logistics Agency (DLA) Philadelphia plans for the potential award of Commercial Common Strategic Repair (CCSR) Option Year 2 (463 NIINs) under subsumable Commercial Common DLRs contract SPRPA1-22-D-002U (a three (3) year base period with Two 1-year option periods), awarded on 07 April 2021 against the Boeing Captains of Industry (BCOI) contract SPRPA114D002U, with The Boeing Company, cage code 0PXV4.
Option Year Two (2) of Commercial Common Strategic Repair (CCSR) with 463 NIINs/Items will fall under subsumable contract SPRPA1-22-D-002U as aforementioned. The contractor shall provide repair support for Commercial Common (CC) Depot Level Repairables (DLRs), satisfying requirements of the United States Air Force (USAF); The contractor will be required to meet the Repair Turnaround Time (RTAT) delivery cycle as outlined under forthcoming RFP SPRPA1-25-R-702E (with corresponding Statement of Work) in order to provide Ready For Issue (RFI) item/NIIN availability (either repaired, replaced, or overhauled).
The BCOI contract represents a performance-based supply chain management program to support Boeing aviation platforms (AV-8B, C-17, CH-37, F/A-18, F-15, KC-135, B-52, B-1, E-3, AGM-84/86, P-8, and KC-46). This contract includes wholesale supply support, depot-level consumable support, material management, sustaining engineering. A complete list of the increment four items/NIINs is attached. The anticipated contract for the increment will be awarded by DLA Aviation Philadelphia against the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-002U with The Boeing Company, Cage Code 0PXV4, located in Saint Louis, MO, under the authority of FAR 6.302-1. The BCOI contract is strategic in nature and will be the primary vehicle for the direct material support. Boeing will be required to fill DoD customer requisitions for the Stock Numbers in the market basket (NSNs) (See Attached Market Basket for this increment).
