This is a SOURCES SOUGHT NOTICE to identify firms capable of performing Maintenance Dredging at MOORINGS TONGUE POINT – ASTORIA, OR

Major work items include: Contractor shall provide all necessary labor, materials, equipment, power, and personnel to dredge and dispose of sediment from the mooring basin and boat lift areas at U.S. Coast Guard (USCG) Station Tongue Point, located within Baker Bay in Ilwaco, Washington. Dredge up to 25,000 cubic yards (cy) of sediment from the USCG Moorings Tongue Point by hydraulic or mechanical means to the indicated design depth of -20.0 feet Mean Lower Low Water (MLLW) plus 2 feet over depth allowance.
Dredged material shall be disposed of at the US Environmental Protection Agency (EPA)- approved Ocean Dredge Material Disposal Site (ODMDS): Mouth of Columbia River Deep Water Site. Dredging and disposal must be conducted between June 1, 2025 and October 31, 2025, as adverse sea and weather conditions make crossing the bar for ocean disposal difficult or impossible during other times of the year; however, barge operations must minimize impacts to local fishing vessels during transit from the dredge site to the disposal site. The Contractor is responsible for complying with all permit conditions from the Army Corps of Engineers, U. S. Environmental Protection Agency (EPA) Conditions for use of disposal sites, the National Marine Fisheries Service (NMFS) consultation requirements, and conditions required by the State of Oregon Water Quality Control Board and Oregon Coastal Commission.
The contractor is expected to mobilize for hydrographic Surveys as soon as possible and to produce a Dredge Operations Plan (DOP) within 30 days of award (to include the surveys). The contractor shall begin dredging as soon as a notice to proceed is received by the United States Army Corps of Engineers (USACE) following approval of the DOP, while implementing requirements and best practices identified in the attached permits.
All work will be performed in accordance with attached Specifications/Attachments/Drawings. The procurement estimate is between $1,000,000 and $5,000,000. The NAICS for this project is 237990. A Solicitation is estimated to be issued around the week of January 20, 2025
