Intent to Sole Source - Saylorville Lake Dam Control Tower Sluice Gate Fabrication and Replacement
The U.S. Army Corps of Engineers, Rock Island District, intends to enter into contract with BCI Construction USA, LLC (BCI) for the acquisition and installation of four sluice gate hoists outlined below, on a sole source basis, in accordance with the statutory authority of 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(A and B), “Substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements."
PROJECT DESCRIPTION:
Saylorville Lake has a requirement for replacement of four mechanical lifting hoists. Hoists equipment is required to have the lifting capacity of 30 tons and sequence of work is limited to one sluice gate hoist removal and installation at a time. Work to be completed includes, but is not limited to: mobilization of a crane that can lift sluice gate hoist equipment at least 110 feet; removal of the control tower roof, remove existing wire rope and wire rope rigging from the sluice gate and wire rope drum; removal and disposal of existing sluice gate hoist equipment; installation of the new sluice gate hoist equipment to include rigging wire rope to the sluice gate and wire rope drum; operational testing and limit switch control programming; installation of the control tower roof; site restoration.
Work on this project must be completed by 30 November 2025.
The NAICS code for this procurement is 237310 - Highway, Street, and Bridge Construction with a size standard of $45M.

Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed and must be furnished to the point of contact listed below by Tuesday, January 21, 2025, at 10:00 A.M. Central Time.
A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed. In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) (https://sam.gov/). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
