This is a Sources Sought notice for domestically manufactured products only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Per the Buy American Act and Executive Order 14005, the National Institutes of Allergy & Infectious Disease (NIAID) is seeking information for domestically manufactured products only, Per the requirements under the Buy American Act and requirements relating to Executive Order 14005 entitled: “Ensuring the Future is Made in All of America by All of America’s Workers”, in the event that a nonavailability waiver request submitted through the Made in America Office (MIAO)’s Digital Waiver Portal is required." Respondents must certify in capabilities statement that products are manufactured in the United States.
The purpose of this notice is to obtain information regarding the availability and capability of all U.S manufactured products that are equal to the following product:
Spectrophotometer
Specifications:
The objective is to allow for more efficient and accurate data by the lab. Early identification of contaminants can prevent failure of downstream applications and saves time and effort. The machine produces consistent results with little variability between runs, which allows for comparison of data sets and reproducible results.
Applications:
The Laboratory of Neurological Infections and Immunity (LNII) requires the need to determine protein and DNA concentrations in solutions, measure optical density in sample cultures and measure the absorbance spectrum of a variety of solutions.
The Spectrophotometer required to improve measurement accuracy and contaminant identification. Quantify and qualify samples quickly, with only 1-2 μL, and obtain full-spectral data before deciding to continue with in downstream applications. This machine must allow for a more cost effective and faster read-out. These requirements, specifications and applications must be met for this requirement.
• Verify sample quality in seconds - identify sample contaminants and obtain corrected concentration results.
• Access information through alerts – receive instant feedback about sample quality with on-demand technical support and guided troubleshooting.
• Rely on accurate results – ensure measurement integrity with embedded sensor and digital image analysis.
• Identify nucleic acid contaminants such as RNA contamination in dsDNA samples and chemical contaminants such as phenol in RNA samples.
Capability Statement/Information Sought
All capable vendors should respond with a brief capability statement demonstrate a product that is manufactured in the United States by January 27, 2025, by 5:00 PM EST. Capabilities statement must also include the following information: 1) organization name, address, point of contact, email address, website address, telephone number, UE ID# with an active SAM.gov registration, and a tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability.
Submission Instructions
Interested businesses who consider themselves qualified to provide the above-listed items are invited to submit a response to this Sources Sought Notice by January 27, 2025 at 5:00 PM EST. All responses under this Sources Sought Notice must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government.
