Description of Problem:
CGC Hollyhock has had significant issues operating their Fuel Oil Purifier (FOP) system. While conducting inspection of FOP #2, Ship’s Force (SF) discovered several parts that were missing. SF Purchased and replaced parts, with no improvements.
FOP #1 received a new seal and was operating until SF encountered fuel manifold issues restricting suction from tanks at frame 30 and forward. Manifold was bore-scoped by CG Yard with negative results of obstructions. Also, FOP #1 will not dump sludge during its dump cycle and will shut itself down. Upon shut down, a high vibration alarm code is thrown that may be associated.
Tech Rep Requirements:
Contractor will be certified by OEM (Alpha Laval) to work on Alpha Laval specific equipment and systems.

Work to be performed:
USCG is requesting on-site troubleshooting assistance to further diagnose issues pertaining to sludge dump, water seal, determine cause of shut down, as well as, cause for loss of suction to forward tanks. If applicable, determine spare parts list requirement. If repairs are able to made on site, require operational test and/or inspection report with recommendations for SF testing to be signed off by cutter Engineer Officer for quality assurance.
