Solicitation Amendment #1
The reason for this solicitation amendment is to respond to industry questions and clarify (2) matters in the Salient Characteristics and Installation Instructions:
Question 1: Should we include "pinning" with metal rods on the bottom granite and drilled holes in the foundation to give better stability?
Answer: The memorial slabs will need to be anchored by “pinning” them.
Question 2: Who is providing the rock that appears in the front?
Answer: The Big Rock pictured in the design concept will be provided by the US Government (contractor will not need to furnish it)
Salient Characteristics and Installation Instructions have been updated to incorporate this information.
Offeror must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended by one of the following methods:
(a) By completing Items 8 and 15, and returning 1 copies of the amendment;
(b) By acknowledging receipt of this amendment on each copy of the offer submitted; or,
(c) By separate letter or telegram which includes a reference to the solicitation and amendment numbers. FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS P RIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and date specified.

This is a solicitation IAW FAR 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures. The Government intends to award a Firm Fixed Price Contract resulting from competitive quotes received in response to this solicitation.
The Contractor shall provide all labor, transportation, material, supplies and equipment to establish a memorial in the north-east corner of D Quad, across Buildings 449 and 452, on Schofield Barracks (Coordinates: 21.491689, -158.052159 /facing the unit headquarters). The contractor shall follow all local, state, and federal laws. The contractor shall adhere to the salient characteristics and installation instructions.
1.Submission of quotes must be received electronically via email and be addressed to the Government point of contacts (POC) Contract Specialist, SSG Tandukar, Narendra at narendra.tandukar.mil@army.mil and Contracting Officer SFC Walnoha, Michael at
michael.s.walnoha2.mil@army.mil with the subject referencing “Request for Quote (RFQ) Number W912CN-25-Q-0013.” Quotes will not be accepted via other transmission methods, such as standard mail, fax, or drop off at this time. All solicitation and amendments issued will be posted on the Government Contract Opportunities website at https://SAM.gov/. Once posted, all interested offerors are responsible to monitor the website until the closing date for any issued amendments. It is the responsibility of the offerors to ensure quotes are received and acknowledged by the Contract Specialist, on or before the deadline for submission of quotes as indicated in Block 8 of the SF 1449.
2.Required documents:
Offeror shall complete and submit the below-listed items:
a.Signed and completed RFQ (Standard Form 1449) with: Completed pricing for each CLIN, to include the unit price, the extended price for each line item and a total price in US Dollars ($). All amounts shall be rounded to the nearest hundredth decimal place (i.e., $X.XX). Prices shall not extend past the second decimal point for unit and extended amounts. Offerors will be required to provide the Estimated Lead time on their quote for this requirement.

3. Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
4. Due Date and Submission Information
RFQ Due Date and Submission Requirements: For consideration, please submit your price quote on or before the solicitation close date of 18 February 2025 @ 1100 (11:00 AM) Hawaii Standard time.
5. Questions: Questions must be e-mailed to narendra.tandukar.mil@army.mil and michael.s.walnoha2.mil@army.mil no later than 1100 AM Hawaii Standard Time by 11 February 2025. Include “RFQ #W912CN-25-Q-0013” in the subject line on all inquiries. Questions may be addressed at the discretion of the Government. The deadline for the submission of questions is no later than 1100 AM Hawaii Standard time on 11th February 2025. A summary of questions received and Government responses will be provided via an amendment to the solicitation and posted on the Government Contract Opportunities website. Questions received after 1100 AM Hawaii Standard time on 11th February 2025 Hawaii Standard Time, deadline may not be answered. Questions must be submitted in writing via email to the Contract Specialist.
