This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9124V25QA004 is issued as a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2025-03 dated 01/17/2025. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clauses at 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition.

The Montana Army National Guard, United States Property and Fiscal Office (USPFO) has a 2002 KALYN/SIEBERT Model KSHRG-3-53T-A lowboy trailer that needs to be rebuilt. This trailer is critical to maintaining the Guard’s operational readiness by enabling the efficient and safe movement of essential equipment. Decades of heavy use have resulted in significant wear and tear, including fatigue in structural materials and mechanical parts. Without a comprehensive rebuild, the risk of catastrophic failure increases, potentially leading to equipment damage, operational delays, and safety hazards. This rebuild is intended to enhance the trailer’s safety, durability, and compliance with current standards.
The Government intends to award a firm-fixed price contact, in accordance with 52.212-2, that provides the supplies/service which represents the best value to the government when evaluating price and other-than-price factors including lead time, proximity to Fort Harrison, MT. A detailed list of all evaluation factors can be found in the attached Performance Work Statement.
Interested parties can attend a pre-award tour and inspection of the trailer on February 111h, 2025, at 10:00 am, Mountain Daylight Time. This inspection will take place at Fort Harrison, Montana. The location for the inspection will be provided to interested parties who request to attend.
