Multiple Award Construction Contract (MACC)

This sources sought request is seeking information from any firms that have an interest in submitting an offer as a Prime Contractor for the Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) to be performed at Joint Base Elmendorf-Richardson, AK.
This contract supplements 673 and 773 Civil Engineer Squadron’s in-house capability to perform minor construction, design build projects, facility repair and alteration, and real property repair and alteration on an as-needed basis. Although geared primarily toward repair and alteration projects, it may also be used to perform new construction projects. The contractor shall provide all material, equipment, labor and general conditions to accomplish design, repair, and minor construction projects in an expeditious manner. The work may include, but is not limited to, facility upgrades, utility work, airfield improvements, and other assorted repair and alteration projects. The construction work includes tasks in various trades such as carpentry, hazardous material abatement and removal, demolition, mechanical, electrical, plumbing, concrete masonry, welding, and paving. Design and stamped engineered drawings are often required.
The anticipated performance period for this MACC will be five (5) years with performance from 22 November 2026 through 21 November 2031.
The magnitude for this MACC is more than $10,000,000.
The applicable North American Industry Classification System (NAICS) code is 236220 – Commercial and Institutional Building Construction with a small business size standard of $39.5M.
It is anticipated the solicitation will be issued electronically on or about 7 November 2025 on the System for Award Management (SAM) web page at https://sam.gov/. Paper copies will not be made available. Once the solicitation is posted, it is the responsibility of all interested parties to review sam.gov frequently for any updates or amendments. Any responsible sources may submit a proposal for this acquisition at that time and shall be considered by the agency.
Any prospective contractor must be registered in SAM to be eligible for award. To be considered, responsive offerors must register in SAM prior to submitting an offer. Instructions for registering are available at the SAM website.
We request that all interested and qualified firms respond to this sources sought request with a capability statement that may include the following information
- Company Information – Name, business address, point of contact, telephone number, email address, and Unique Entity Identifier (UEI) number or CAGE code.
- Bonding – Bonding capacity per contract and aggregate dollar amount
- NAICS Code – Statement of current business size status in relation to NAICS 236220
- Capability – Statement identifying capability to meet the Government’s requirement and/or if any current partnering/teaming arrangements with other firms exist
- Experience – Statement identifying number of years of experience and prior experience on projects of a similar size and scope to this requirement, especially those performed in subarctic or other extreme cold weather environments. Please limit responses to recent (within 3 years) and relevant projects and include the following information:
- Contract number, customer or firm name, or other identifying details of the project
- Points of Contact for the project including names, telephone numbers, and email addresses
- City, State (if applicable) and country of performance
- Type of contract vehicle and Contract Line Item Number (CLIN) structure
- Brief description of support of the project
- Percentage of work as a Prime Contractor
- Concerns – Statement providing feedback regarding major anticipated risk areas for a contract of this type and potential avenues for mitigation
