The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the Fault Tree Analysis using Pivotal Event Nodes for Due Regard Alternate Means of Compliance Certification for the MQ-25 Program.
For this proposed modification, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy the agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft. Therefore, Boeing is the only Contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required for the procurement. Boeing is the only source with the unique capability to address the interrelated impacts on the developmental efforts of the MQ-25 program.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government.
