This is a Sources Sought Notice to identify engineering consultants to provide necessary professional design services to deliver the design package for Subproject 2 of the Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice.
BACKGROUND
Many of SLAC’s utilities were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) Project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs.
CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules.
PLANNED SCOPE AND DESCRIPTION OF SERVICES
SLAC’s wet utility systems have exceeded their expected service life, posing risks to safety, facility operations, and regulatory compliance. The CUIR project team is initiating Subproject 2 project to replace and upgrade critical wet utilities, including stormwater, domestic/fire water, and sanitary sewer systems.
Based on the existing conditions of the utility systems, SLAC has identified 10 priority areas for replacement and modernization. The improvement works include improvements to existing storm drain, domestic and fire water supply, and sanitary sewer systems. The selected Engineering Design Firm will play a key role in developing a high-quality preliminary design, which will be used to guide subsequent final design and construction phases of Subproject 2.
DRAFT REQUEST FOR PROPOSAL
This Design Engineering subcontract will be a Best Value Trade off subcontract with a firm fixed price. SLAC will identify the most qualified design engineering firm to complete the following services:
Base Scope
- Preliminary Design Development (30% to 60% Design)
- Coordination with SLAC
Optional Scope
- Final Design (90%, 100% and Issue-for-construction)
- Support during bid preparation
- Engineering support during construction
The draft Request for Proposal and relevant references are provided. These draft documents provided are subject to change and should not be construed as a solicitation. This Sources Sought Notice is NOT A SOLICITATION, but instead is to identify interested vendors for the upcoming formal solicitation release.
SOURCES SOUGHT RESPONSE
Interested Engineering Design firms with the skills and capability to complete the above scopes are invited to submit a written response to this Sources Sought Notice. Please provide the following information:
- Provide firm’s name, year of establishment, ownership type (private, public, etc.).
- Provide firm’s local office location within in the 10 bay area counties (Santa Clara County, San Mateo County, San Francisco County, Alameda County, Contra Costa County, Marin County, Napa County, Sonoma County, Solano County or Santa Cruz County). Include the local office address, main phone number and main email. Include the firm’s DUNS number (DUNS number must be location specific).
- Provide primary Point-Of-Contact name, title, phone number (direct and mobile), email address.
- Provide a two-page capability statement presenting firm’s services and a list of past project experience on wet utility designs completed a public agency or educational institution located within the State of California.
