The Joint Staff, J6 (JS J6) intends to acquire Premier-Level membership with the Organization for the Advancement of Structured Information Standards (OASIS) as an Open Project Sponsor to advance Open Standards of Information Exchange. OASIS is a not-for-profit, international consortium that drives the development, convergence, and adoption of open standards. This consortium produces cross-domain open forum, public accessibility, and collaborative infrastructure for the development of open information exchange standards at zero cost and by voluntary consensus. Open Project sponsorship through OASIS will provide the access,
means, tools and infrastructure to drive adoption and development of open information exchange in accordance with the National Technology Transfer and Advancement Act that directs federal agencies to adopt voluntary consensus standards, and National Institute of Standards and Technology guidance emphasizing conformity assessment activities with other government agencies and with the private sector. OASIS membership will allow the JS to access and participate in the development of open standards in accordance with OMB Circular A-119 which mandates the use of voluntary consensus standards and will enable the JS to participate in all OASIS Open Project forums including existing committees as well as future OASIS open projects to serve the Joint Staff J6 DDC5I mission. The acquisition will be funded with Fiscal Year 2025/2026 RDT&E appropriations. The placement of a Firm-Fixed-Price order is anticipated.
