I am a Contract Specialist with the U.S. Army Corps of Engineers, conducting market research for an upcoming project at Eareckson Air Station, Shemya Island, AK. IAW FAR 36.204(g) 36.204 Disclosure of the magnitude of construction projects (g) Between $5,000,000 and $10,000,000. We are seeking industry feedback regarding the project requirements and would appreciate your insights.
If your company is interested, would you be open to answering a few questions?
1. Have you performed work on Shemya Island before? If not, can you share an example of how your team successfully navigated logistical challenges on a remote project?
2. Do you have experience with fuel tank inspections and maintenance? Additionally, do you have expertise in tank teardowns and rebuilds? Please include any relevant API or STI certifications.
3. Have you managed projects where environmental conditions limited the timeframe for work completion? If so, how did you adapt to these constraints?
Purpose: By way of this Market Survey/Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of a RFP/IFB; nor does it commit the government to contract for any supply or service.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice.
Intent: The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), intends to pursue award of a Design-Build contract to address API 653 repairs on a facility 77525 (tank 123) at Eareckson Air Station, Shemya Island, Alaska.
Work anticipated under this requirement includes API 653 repairs and maintenance items on one aboveground tank.
Tank maintenance items may include;
- Replace exterior pipe supports, water draw-off system, conduit/tubing supports, roof hardware flame arrestors, scaffold cable supports,
- Provide tank level alarms, repair tank stairs, containment access stairs, stilling wells, product sampling connectors, repair shell manholes, containment area, tank grounding, tank strapping charts
- Perform final API 653 inspection
- Maintenance for abatement of lead and chromium in tank coatings and the proper containment and disposal of coating hazardous materials from surfaces to be repaired.
- Compete replacement of tank interior and exterior coatings. Interior coatings to be standard DoD three coat epoxy. External coating to be non-DoD-standard moisture cured polyurethane in accordance with guide specification provided with RFP. Coating applicators must have experience with cold weather coating.
The contractor will be required to provide and implement proper PPE as necessary throughout the duration of the project. Contractor will be required to provide all equipment and certifications / licensure necessary to complete this project.
