The Supervisor of Shipbuilding, Conversion, and Repair, USN, Gulf Coast (SSGC) intends to conduct a sole source procurement for Post Shakedown Availability (PSA) planning and support services for DDG 128. Requirements include planning, engineering, management, material identification, material procurement and kitting, Integrated Logistics Support (ILS), and emergent work to plan support the PSA for DDG 128. The place of performance for these requirements will be Pascagoula, MS. Work is projected to start in August 2025 with an expected duration through approximately October 2027. These requirements will be procured as a delivery order under the terms and scope of Basic Ordering Agreement (BOA) N00024-25-G-2306 issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), located at 1000 Access Road, Pascagoula, MS 39568. The work must commence prior to the date the shipyard is required to provide final drawings and related data for construction of the individual ship to the Navy. Consequently, only Ingalls, the shipbuilding yard for DDG 128, has the adequate and unique knowledge of the ship's delivered configuration, including deferred work and incomplete changes, to completely perform the effort. As described in Class Justification and Approval (CJ&A) number 22,189, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation within thirty days after publication of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
