The U.S. Department of Transportation Volpe Center, Cambridge, MA, is seeking vendors that may be capable of performing System Wide Information Management (SWIM) Terminal Data Distribution System (STDDS) Support services in order to support a competitive procurement as detailed in the attached DRAFT Performance Work Statement (PWS).
This notice is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. All capability statements received prior to the notice expiration date and time will be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is emphasized that responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.
At a later date, an actual solicitation may be posted to the Government Point of Entry, GPE, at SAM.gov. with an official Solicitation number, Solicitation, and a final PWS.
Interested vendors may submit a written Statement of Capabilities of sufficient detail demonstrating their capability of providing services that meet the requirements of the attached DRAFT PWS. Only those Responders that are able to meet the following criteria should respond to this Sources Sought Notice:
- Entity is capable of meeting ALL specifications outlined in the attached DRAFT document,
- Entity has an active and current registration in the System for Award Management (www.SAM.gov), and
- Entity does NOT appear on the Excluded Parties List
Interested parties may identify their capability or address any inquiries by responding to the Contract Specialist prior to 4:00PM Eastern Standard Time, March 21, 2025, via email kayla.kuta@dot.gov.
Responses shall be limited to five (5) pages or less, including all attachments. Interested parties will be considered only if they respond to this notice with clear and convincing evidence that competition would be advantageous to the Government.
