Engineering Services: F-16 Avionics Hardware and Soft ware Integration
Notice:This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potentialsources for information and planning purposes only.
1. The purpose of this SSS is to conduct market research to determine if responsible sources exist,to assist in determining if this effort can be competitive and/or set aside for the Small Business Categories identified in FAR 19.000(a)(3). The proposed North American Industry ClassificationSystems (NAICS) Code is 541330, which has a 47.0M corresponding size standard. The Governmentrequests interested parties respond to this notice and identify your small business status to the identified NAICS code. If a different NAICS code better describes this requirement, please provide your recommended NAICS code and rationale. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three (3) years. Any responses involving teaming agreements should delineate between the work the prime will accomplish and the work the teaming partners will accomplish.
2. Program Details:
2.1. Background: The F-16 System Program Off ice (SPO), Hill AFB, Utah, has a requirement to integrate hardware and soft ware developed by ELBIT Systems of America onto the F-16. The F-16 SPO utilizes this requirement to provide engineering assistance in integrating software from the 309th Software Maintenance Group (SMXG) with Original Equipment Manufacturer (OEM) software for seamless development and deployment.
2.2 Scope: The various engineering assistance needed to support SMXG and the F-16 SPO software integration efforts are:
a. Commercial Central Interface Unit (CCIU)
b. Commercial Data Entry Electronics Unit (CDEEU)
c. Digital Video Recorder (DVR)
d. Advanced Color Programmable Display Generator (ACPDG)
e. Advance Color Multifunction Display (ACMFD)
2.3 ELBIT Systems of America currently holds data rights for the ongoing services to integrate hardware and software for the F-16 avionics systems; it is upon interested vendors to establish any data right agreements with the incumbent vendor.
3. There is no restriction on who can respond to this SSS; however, if submitting company proprietary information please be sure it is clearly marked. To aid the Government, please segregate proprietary information to the maximum extent possible. All submissions become Government property and the Government will not return any submissions. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified.
4. Identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. The Government considers marketing materials an insufficient response to this SSS.
5. All interested parties shall submit one (1) electronic copy of the response via e-mail, no later than 12:00 PM MST on 31 March 2025 via email to the Contract Specialist, Kayla Flores, kayla.flores@us.af.mil, and the Contracting Officer, Eric Dumpert, eric.dumpert.1@us.af.mil. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “F-16 Avionics Hardware and Software Integration” Note that, e-mail filters at Hill AFB are designed to filter e-mails without subject lines or with suspicious subject lines and/or certain attachments (i.e.,.exe or .zip files).
