This is an RFQ for seeding services in accordance With Attachment 1- SOW BLM-CO Dawson Project Area Seeding and the Contract Line Items below.

Basic Contracting Requirements:
1. Active Registration: www.sam.gov/SAM
2. Compliance with Section 889 clauses.
3. Invoicing and Payment: www.ipp.gov 30-day prompt pay after delivery. We can accept and pay interim invoices.

-Soil Preparation, Planting and Cultivating- Size Standard: $9.50
7. Quotes will be evaluated on price and other factors. The following factors shall be used to evaluate offers:

Factor 2: Past Performance
Factor 3: Price
Factor 1: Technical Capability
Offerors shall submit technical quote describing how the work will be completed, the timeframe in which it will be completed and the type of equipment to be used.
Offerors shall provide a list of key personnel to be used on the project and their experience.
Technical responses will be rated on a basis of does not meet, meets or exceeds requirements of the SOW.
Factor 2: Past Performance- The Government shall utilize information obtained from the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS) and Federal Procurement Data System- Next Generation (FPDS-NG) when evaluating the offeror's past performance. If sufficient past performance information is not available, vendor may be asked to provide contact information for past performance references. The government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.
Past performance will be rated on a scale of No Confidence, Marginal Confidence, Confidence, Significant Confidence, High Confidence. This scale largely mirrors the scale in CPARS.
Factor 3: Price
Offeror shall provide a completed price schedule.
Please provide price per acre as well as total price of the project.

-Check your SAM registration, this must be current at the time you make your offer.
-Please email or call with any questions you have, prior to the closing date, with enough time to research an answer.
-Email your signed quote package to: amorales@blm.gov, with 140L1725Q0007- BLM CO Dawson Project Area Seeding" in the subject line, no later than the closing date.
-Include the following in your package. The company information to include Name, Address, SAM UEI number and the POC Name and email along with the price should be included in the package.
-Include enough description/information in order to determine technical acceptability.
- You may put your prices on the SF-1449 Form itself
-Offers are due March 13, 2025 not later than 1700 hrs (5:00 PM) Mountain Time (MD).
