1. Introduction
This is a Sources Sought (SS) notice issued solely for market research purposes in accordance with FAR Part 10. The purpose of this notice is to identify potential sources capable of providing Mess/Food Service Attendant Services at Moody Air Force Base (AFB), Georgia.
This is not a solicitation and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). This notice should not be construed as a commitment by the Government to issue a solicitation or award a contract. No reimbursement will be made for any costs associated with providing information in response to this announcement. It is the responsibility of the potential quoters to monitor SAM.gov for additional information pertaining to this requirement.
2. Requirement Overview
The Government is seeking potential sources capable of providing all personnel, supervision, transportation, materials, and other items and services necessary to perform Mess/Food Service Attendant Services in accordance with the draft Performance Work Statement (PWS).
Period of Performance:
- Base Period: 12 months
- Option Periods: Four (4) one-year options
Scope of Work:
The contractor shall perform non-personal services to include:
- Dining Facility Management: Oversee daily operations to ensure efficiency.
- Meal Preparation & Service: Prepare and serve meals per Air Force standards.
- Sanitation & Housekeeping: Maintain compliance with all regulations not limited to FDA Food Code, Food Safety Program, Air Force specific.
- Cash Handling: Conduct transactions per established procedures.
- Contingency & Special Event Support: Provide extended service as required.

- PSC Code: S203 – Housekeeping - Food
- Size Standard: $47,000,000 (subject to most recent SBA standards)
4. Submission Instructions
Interested businesses should submit a capability statement addressing the following:
A. Company Information
- Business Name

- Point of Contact (name, email, phone)
B. Capability Statement
- Provide a summary of your company’s relevant experience performing food service attendant contracts of similar size, scope, and complexity.
- Describe your company’s ability to meet the staffing, training, and quality assurance requirements as outlined in the PWS.
- Address your ability to scale operations for contingency support and special functions.
C. Socio-Economic Status
- Indicate your company’s business size and any/all socio-economic categories, including:
- Small Business
- Small Disadvantaged Business
- Section 8(a)
- HUBZone
- Women-Owned Small Business (WOSB)
- Economically Disadvantaged WOSB (EDWOSB)
- Service-Disabled Veteran-Owned Small Business (SDVOSB)
- Specify the percentage of work your company can self-perform under the identified NAICS code. If applicable, indicate whether your company would team with another small business to comply with FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30.
