(Sonny) Montgomery Veterans Affairs Medical Center in Jackson, MS | 586-22-104 | Renovate Nutrition and Food Service Kitchen In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) single award contract. Please provide a positive statement of your company s interest based on an abbreviated scope of work description. Abbreviated Scope of Work: The contractor shall provide all supervision, labor, material, tools, and equipment to renovate Nutrition & Food Service Kitchen and bring it to current VA standards. The primary purpose of the project is to completely renovate the existing 12,000 square foot kitchen. The kitchen will be entirely modernized with new equipment and sized for the current needs of the facility. The renovated space will have the capacity to serve 150 beds of the hospital and hold a minimum of 14 days food storage. The project will also add office space to enable the N&FS administrative staff to be nearer to the kitchen. Existing building infrastructure including mechanical, electrical, and plumbing systems will be completely replaced with new equipment to meet the updated requirements of the space. A temporary mobile kitchen will be provided by contractor to house operations during construction. A new kitchen exhaust hood and a new grease trap are included in the scope of the project. As-built drawings are required following completion of the project. As-builts will be in detail (Updated drawing) and not just reference RFIs. The contractor is responsible to patch and repair damage caused to adjacent areas because of their work. They are also to patch and repair any open penetrations found on the construction boundary wall. Complete demolition of the existing interior space including all internal walls and barriers and existing utilities. Repairs to existing slab penetrations for piping and floor drains that are to be eliminated. Installation of new plumbing, electrical, and HVAC. Installation of new walls and finishes including cabinetry, sinks, and equipment provided both by the General Contractor and the VA as noted within construction documents. Dust control and infectious disease control will be required and continuous for the duration of construction. Trailer modules will be needed. These modules will house the cook prep, tray assembly and dish washing operations. These modules must have connection points for utilities, vent hood system and HVAC. Additional storage units will be needed, and one (1) each for dry storage, walk in cooler and walk-in freezer would be needed. These modules will be delivered as ready to use, with refrigeration systems simply needing power connections to operate. Contractor will be required to provide plan of temporary module layout at time of bid. Contractor is to provide a monthly rental option and a purchase option. Deductive alternates identified during the review process are as follows: 1. Eliminate all work in the Dish-room 2. Eliminate tray line work 3. Eliminate (4) worktables (use existing) 4. Eliminate replacing tray carts 5. Rack type dish machine 6. Reuse existing dish machine Due to the age of the facility, Contractor shall also be aware of the potential for the existence of asbestos containing materials in the construction area. The facility has completed an asbestos assessment to EPA AHERA Standards and determined that ALL exposed surfaces and insulation are non-asbestos. IN ADDITION, separate surveys did NOT find asbestos materials underneath the flooring in this area. However, the assessment did not look behind walls or plaster OR above suspended ceilings or underneath ceramic floors (underneath vinyl flooring or carpeting WAS surveyed). Therefore, contractor will use caution especially when breaching walls, hard OR suspended ceilings, sealed chases, ceramic flooring, or other hidden areas which are not surveyed during an AHERA Assessment. Removal of any asbestos encountered will be handled as a change order(s) or supplemental agreement to the existing contract or separate contract and the cost of such work is NOT to be included in the initial contract bid price. Disturbance or removal of any asbestos containing material shall also be in accordance with Federal AND State of Mississippi regulations and Contractor shall not proceed until the proper Contract modification(s) is in place and he or she has been advised to proceed by the VA.
