The Bureau of Land Management, Oregon State Office is issuing this Sources Sought Notice to find potential sources for a Multiple-Award Blanket Purchase Agreement (BPA) for commercial items supply conducted under FAR Subpart 13.303. The requirement is for Various Hay in Burns Corrals, OR.
Information received in response to this Notice will help the Government determine:
1. Which type of small business set-aside, if any, will be utilized when soliciting for the contract
All businesses are invited to respond to this Notice.
This Notice is relative to the North American Industry Classification System (NAICS) 311119 ¿ Other Animal Food Manufacturing. The Small Business size standard for NAICS 311119 is 650 Employees. The Product Service Code (PSC) is 8710, Forage and Feed.
Delivery of Various Hay supplies shall be standard commercial practice and in a manner that will ensure arrival at destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate F.O.B. transportation, and Contractor shall provide laboratory tests verifying dry matter crude protein and ADF values. The Government will verify values through independent laboratory analysis before delivery.
All project areas are located within BLM¿s Burns District.
Contract Type: The proposed contract is anticipated to be a Firm-Fixed-Price Blanket Purchase Agreement (BPA) for commercial items with a period of performance of May 1, 2025 ¿ May 1, 2030.
Information requested: Please provide responses to any or all of the following:
Capability Statement: Vendors having the ability to provide the requirements are encouraged to submit a statement, not to exceed five (5) pages, documenting their capabilities of meeting all of the requirements listed above, to include:
o Facilities requirements for the operation of the source,
o Recent corporate experience in fulfilling this type of requirement, and,
o Company name and address, to include email address(s) and URL(s),
o Point of Contact (POC) name,
o POC telephone number and email address,
o Organizational Commercial and Government Entity (CAGE) code,
o Organizational Unique Entity Identifier (UEI) number,
o Business size status for the applicable NAICS code,
o Ability to provide Various Hay, Alfalfa and Grass together OR providing just Alfalfa OR just Grass.
If your firm cannot provide all of the listed supplies, please identify which will be provided by your firm directly and which would be subcontracted. (Note: FAR 52.219-14 it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Interested vendors are instructed to provide only the data requested in this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback to respondents with respect to information submitted. After reviewing responses received, a synopsis, a pre-solicitation notice or solicitation may be published to the Government Point of Entry (GPE), System for Award Management (sam.gov) website.
No proprietary, classified, confidential, or sensitive information should be included in responses.

The Government reserves the right to reject or disregard, in whole or in part, any response to this Notice. Any future submissions in response to a solicitation to the GPE will be evaluated independent of any information submitted in response to this Notice. Responses to this Sources Sought will not be returned. Not responding to this sources sought notice does not preclude participation in any future and potential solicitation. The Government will not provide potential vendors information on solicitations issued on the GPE based on this Sources Sought Notice.
