This is planned sole source acquisition. This combo solicitation post satisfies the synopsis requirement in FAR 5.101(a)(1)
This is a combined synopsis/solicitation for commercial commodities prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation will not be issued.
PLANNED SOLE SOURCE ACQUISITION: This solicitation is issued IAW FAR 6.302-1. Market research has determined that Pitney Bowes is the only responsible source, and no other supplies or services will satisfy agency requirements. Pitney Bowes is the only source that can meet the mail meter requirements set forth by the Air Force Installation and Mission Support Center (AFIMSC) as they are the only entity that provides mail meters equipped with FedRAMP certified solutions and contingency capabilities. All responsible sources may submit a capabilities statement, proposal, or quotation, which can be considered by the 55th Contracting Squadron.
DESCRIPTION OF REQUIREMENT
The contractor shall provide a mail postage meter for the Offutt Air Force Base Official Mail Center (OMC) located in Building 513. The requirement includes all mail metering equipment, maintenance, meter head rental, and training. Equipment and software requirements can be found in the Statement of Need. In addition, the Air Force Installation and Mission Support Center
(AFIMSC) is starting to require the following with mail meters on Air Force installations starting in FY25: (1) hard machine, (2) offers web-based solution for contingency capabilities, and (3) offers FedRAMP certification. Offutt AFB is one of the first installations to incorporate these AFIMSC guidelines when purchasing mail meter equipment and software.
