The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of installation of a comprehensive building security system at Naval Station Great Lakes, Great Lakes, IL.
This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns.
No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research.
General Work Requirements:
Except where otherwise stated, the Contractor shall furnish all labor, transportation, supervision, material, equipment, and performing all operations to install a comprehensive building security system in line with the guidelines and design criteria established by the Naval History and Heritage Command (NHHC) (FC4-760-10N, Navy Museums and Historic Resource Facilities). The objective is to install a reliable security system that will ensure the protection of the facility and its assets. This system will incorporate various security features, including, but not limited to, access control, surveillance cameras, intrusion detection, and alarm systems. Additionally, the project will involve constructing a new server closet to house the necessary equipment for the system.
This is a new procurement.
The anticipated award of this contract is May-June 20254.
The North American Industry Classification System (NAICS) Code for this project is 561621 – Security Systems Services, with a small business size standard of $16.5 million.
If the resulting solicitation is set aside for small business firms, it will include FAR clause 52.219-14, Limitations on Subcontracting.
If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice.
Interested sources are invited to respond to this sources sought announcement by using the form provided titled Sources Sought Contractor Information Form (form attached). This form is the only item required to be submitted. Information not provided may prohibit your firm from consideration. Please list any previous experience in Block 4 of the form that is similar in nature to this scope of work. Alternatively, you may also complete the Project Information Form(s) to include with your response if your firm has experience in the installation of electronic security systems (ESS).
If you are submitting as a mentor-protégé agreement joint venture under the 8(a), you must provide SBA approval of the mentor-protégé agreement to be considered as a small business for this procurement. Responses must include identification and verification of the firm’s small business status.
The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
