The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561730 with size standards of $9.5 million. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Requirement:
The Department of Veterans Affairs (VA), National Cemetery Administration, is seeking a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a base year and four option year perods. The Contractor shall provide all supervision, labor, equipment, materials, uniforms, and supplies necessary to perform the following Grounds Maintenance Services at the Jefferson Barracks National Cemetery in accordance with the attached PWS.

It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate setaside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
