The Army Contracting Command (ACC) Installation and Technology (I&T) Division is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide maintenance, repair and technical support for low energy X-ray equipment. The intention is to procure these services on a competitive basis.
This is a non-personal service contract to provide maintenance, repair and technical support for low energy X-ray equipment, film processor, and digital detector arrays. This equipment is used to support body armor and weapons / ammunition testing. This equipment is located at B449 and B690B on Aberdeen Test Center, at APG, MD. Further detail is provided in the attached draft Statement of Work (SOW).

PROGRAM BACKGROUND
Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items. Testing is conducted on full systems, as well as system components and includes such items as: combat and general purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, night vision devices, bridges, sensors, communication systems and robotics. ATC also conducts vulnerability/survivability tests, flammability testing, and crash worthiness testing. ATC conducts and/or supports tests at other locations throughout the world with extensive mobile instrumentation and experienced.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, CAGE, UEI, address, email address, Web site address, telephone number, and size and type of ownership for the organization.
2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will evaluate market information to ascertain potential market capacity to:
1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated;
2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;
3) implement a successful project management plan that includes:; cost containment; meeting and tracking performance.
4) provide services under a performance-based service acquisition contract.
This is a Request for Information (RFI)/Sources Sought Notice only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) part 10. This is not a solicitation/request for proposal and no contract shall be awarded from this Sources Sought. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.
