RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT.
This IS NOT a Request for Offers or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. The applicable NAICS code is 722310.
The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) is seeking qualified providers who can provide full Cafeteria Food Service at two (2) locations:
Diana Murphy U.S. Courthouse, 300 S. 4th Street, Minneapolis, MN
Anticipated Start Date for Services: June 1, 2025 (subject to change)
Average Daily Population: 465 employees
Estimated Visitors: 500 per month
Cafeteria Location:Located on the main floor of the courthouse outside of security. The public has access from the downtown Minneapolis skyway as well as from the exterior of the building.
Cafeteria Square Footage: Kitchen, food prep and service area = 2,050 SF; Open seating area = 2,900 SF; Private dining area = 300 SF
Hart-Dole-Inouye Federal Center, 74 N Washington Ave, Battle Creek, MI 49037
Anticipated Start Date for Services: March 1, 2026 (subject to change)
Average Daily Population: 1,100 employees
Estimated Daily Visitors: 50
Cafeteria Location: The Hart-Dole-Inouye Federal Center kitchen, serving area, corridors, executive dining room, and dining room located on the 2nd floor of Building 1A.
Cafeteria Square Footage: 17,699 SF (Including kitchen, serving and seating areas)
NOTE 1: These would be procured as separate contracts, vendors who respond can indicate which location(s) they are interested in.
NOTE 2: The Government shall not be held responsible for any variations from the average daily employee population/visitor figures since the extent of occupancy is not guaranteed.
NOTE 3: A resultant contract would be awarded at $0. The vendor has use of the facility and maintains all sales/proceeds.
The vendor shall operate in the vendor's name, the food service facilities as described, for the purpose of dispensing food, nonalcoholic beverages and such other items as may be authorized.It shall be the responsibility of the vendor to provide a wide range and selection of hot and cold foods each day. This level of service requires complex food service equipment, building utilities, and operational food preparation practices. Cafeterias require sanitation inspections and must have attendants and an onsite manager. The menu must be pre-approved by the GSA Property Manager. The vendor shall meet business and industry standards of quality and comply with and support the current U.S. Dietary Guidelines and Federal nutritional standards.
The vendor shall also be required to obtain all applicable permits; provide busing service; trash removal; ensure tables and chairs in the cafeteria are kept clean, and provide recycled paper napkins and recyclable cups/lids for carry-out service beverages.

- (4) Is your firm a certified Hubzone firm?
- (5) Is your firm a woman-owned or operated business?
- (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business?

The Method of Award for any future solicitation will likely be based on technical factors pertaining (but not limited) to the firm’s proposed Menu, Wellness Program, Management Program, Staffing Plan, etc.
