Description:
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-25-2258557 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03 January 17, 2025.
The North American Industry Classification System (NAICS) code for this procurement is 811210, Laboratory Equipment Repair and Maintenance, with a small business size standard of $34 million. The requirement is being competed full and open competition, un-restricted and without a small business set-aside.
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for:
GOLD STAR FULL MAINTENANCE PROGRAM
1. Priority scheduling for all repairs
2. Certified Technician available twenty-four hours daily; weekends and holidays included.
3. Coverage includes all labor and replacement parts.
4. Two (2) Preventive Maintenance Inspections with ONE Point Temperature Calibration to be performed over the term of the contract. Multi Point Calibrations are to be available at an additional cost.
5. Inspection and/or Calibration labels will be affixed to each unit upon completion of each inspection.
6. Upon completion of each Preventative Maintenance visit, customer will receive to receive a PM Packet to include: Certificate of Preventive Maintenance, Certificate of Calibration and Detailed Equipment status report that will provide an overview of inspection findings
7. Unlimited phone and e-mail support
8. Loaner units available during in-shop repairs
9. Billing monthly or quarterly in arrears
FOR INCUBATORS: Coverage includes all replacement parts with the exception of consumables such as UV Bulbs. The manufacturer recommends that the UV bulbs be replaced every two years. There would be no charge for the installation, only a charge for the bulb should it be needed.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following: technical capability to meet the requirements and price.
