On behalf of the Memphis VA Medical Center, Network Contracting Office (NCO) 9 is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed-priced purchase order for replacement and upgrade of ten (10) kitchen and canteen cooler and freezer condensers in locations CW232, CW233, CW235A, CW240, CW241, CW242, CW248, CW250, CW254A, CW254-B due to malfunctioning equipment and refrigerant leaks at the Lt. Col. Luke Weathers, Jr. Campus at 116 N Pauline St, Memphis, TN 38105. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. 1. Col Luke Weathers Jr. Memphis VA Medical Center, Memphis, TN 38105 GENERAL: Lt. Col. Luke J. Weathers VAMC needs an upgrade of its Kitchen & Canteen Cooler/Freezer Condensers, Evaporators units and Electrical components that are due for replacement. The purpose of the Ten (10) kitchen cooler and freezer upgrade is due to malfunctioning equipment and refrigerant leaks. The major leaks are an EPA violation. SCOPE OF WORK: The contractor shall provide upgrade services, including all labor, supplies, tools and/or equipment required to replace and upgrade all condensers and evaporators in the kitchen. Contractor is to remove all equipment from all locations in the kitchen. Upon completion of replacement parts and upgrade services, the contractor shall perform an operational test of the equipment to ensure operations and functionality of upgraded equipment. The operations test should be performed in the presence of the COR, graphic, or a/c shop representative. The normal hours of work for this service will be 8:00am until 4:30pm, Monday through Friday. The work shall be completed within 10 working days from the date the contractor arrives on site. Once the contractor receives the PO, the contractor needs to reach out to the COR to set a time and date of equipment and technician to arrive at the Lt. Col. Luke Weathers Jr. Memphis, VA Medical Center for upgraded parts and services. Contractor is expected to be on site to perform services within 60 days of receiving the PO and excepting the contract. The Maintenance and Operations Supervisor/COR will issue necessary keys/cards to the contractor. The keys/cards issued are to remain government property. The contractor or his representative will be required to sign for receipt of any keys/cards issued. The keys/cards must be returned to the Maintenance and Operations Supervisor/COR upon completion of work. The contractor s and/or staff will check in with the COR, graphic, or a/c shop representative to receive a VA work authorization badge. The badge must be worn facing forward and above the waistline. The contractor and/or staff are required to wear the VA always issued badge while on the VA premises. Upon completion of repairs services, the contractor shall remove debris, old parts and other items not installed as part of the repair service from the elevator machine room. Contractor and/or their staff are not permitted to take any pictures or videos of any type. Taking of photographs/videos are prohibited while on VA premises.
