SOURCES SOUGHT NOTICE The Department of Veteran Affairs, Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, on behalf of the Milo C. Huempfner Health Care Clinic in Green Bay, Wisconsin is seeking information and potential sources for Mobile Magnetic Resonance Imaging (MRI) Services. The Contractor shall provide all management, labor (including 2 MRI Technologists), equipment, supplies, meds/drugs, tools, and maintenance and repair of all contractor furnished equipment (including a mobile trailer/unit) necessary to perform Mobile MRI Services. These services shall be provided a minimum of ten (10) hours per day, every Wednesday, Thursday and Friday, excluding Federal Holidays. The period of performance will be July 15, 2025 through July 14, 2026, with four one-year options to extend through July 14, 2030 to renew at the discretion of the Government. It is the intent of the VA to issue a single award Indefinite Delivery / Indefinite Quantity contract. Contractor shall furnish a handicapped accessible MRI Mobile Trailer where studies will be performed on equipment furnished by the Contractor. The entire offering of a MRI Mobile Trailer service shall meet all local, state, federal, industry, Joint Commission NEC, NFPA, VA, OSHA, and other applicable regulatory standards internal or external to the Green Bay HCC. The MRI Mobile trailer shall provide the space sufficient for the monitoring of sedated patients and conducting CPR and code, if needed. The MRI Mobile Trailer shall also have an intercom system between the control room and scanning room, CD-R burning capabilities as a backup to network transfer of data, and Optical Disk archival system. The patient data and optical disk is the property of the Green Bay HCC. The MRI Mobile Trailer shall maintain a temperature to assure proper operation of the scanner without frequent calibration and patient comfort. Contractor shall furnish a fully equipped 1.5 Tesla Large (70 cm) Bore MRI System designed to perform body, abdominal, neurological, vascular, and extremity/joint imaging. Contractor equipment shall include a minimum of 16 Channel imaging capabilities, not less than Gradient package (33MT/100 slew rate); Neuro, Angio, Cardiac, Body, Oncology, Ortho imaging capability with navigator sequence; Dicom compatibility; Work list; Storage; and a 550-pound support patient table. Coils supplied by the contractor shall include a 16 Channel Head Matrix, 16 Channel Neck Matrix, 16 Channel Body Matrix, 16 Channel Spine Matrix, Small CP Flex, Large CP Flex & interface, CP Extremity, Shoulder Array, and Phased Array Wrist. Contractor shall also provide a Pulse Oximeter and Power injector. Resultant images shall be of diagnostic quality. There should be no more than five returned studies per quarter. The preferred Operating System of the computer in the MRI Mobile Trailer is Windows 10 (or higher) or Linux. The size standard for North American Industry Classification System (NACIS) 621512 is $19 Million. Interested vendor s responses to this Sources Sought Notice shall include the information below. A brief description of the company including its background, experience in providing Mobile MRI Services as the prime contractor/subcontractor, socioeconomic status, past performance with Government contracts, and contractor UEI number. Indicate if subcontractors/partners will be used for any part of the delivery of Mobile MRI services (equipment, technologists)? If yes, specify the percentage and duties that will be performed by the prime contractor and each subcontractor(s)/partner(s). Provide information on the available mobile scanner unit(s) for consideration to fulfill this need. Indicate if the mobile scanner unit is company owned or rented/leased from another company. Provide the name of the company that owns/rents the unit to the vendor. Provide information regarding the ability to service the mobile scanner unit when it is inoperable. Indicate if the MRI Technologists are employees of the prime/subcontractor, and if any of the potential MRI technologists have prior VA experience. If the vendor is a small business and intends to subcontract, indicate if it will comply with the Limitations on Subcontracting at 13 CFR 125.6., which states that for services a small business concern must agree that it will not pay more than 50% of the amount paid by the government to firms that are not similarly situated.
