SOURCES SOUGHT NOTICE
This is a Sources Sought NOTICE (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing maintenance and repair services to ensure proper operation of Karl Storz flexible and rigid scopes. Potential Contractors are invited to provide a response via e-mail to Contract Specialist Tracy Heath at tracy.heath@va.gov by March 28, 2025, 15:00 (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued.
BACKGROUND: The Portland VA medical Center has a requirement for a service maintenance/repairs contract for services on 13 Flexible Scopes and 85 Rigid ENT Scopes.

**Draft Statement of Work
STATEMENT OF WORK
1. Background
The Portland VA Medical Center (PVAMC) requires a service maintenance contract on 13 Flex Scopes and 85 Rigid ENT Scope.
2. Scope
All Scopes are located at the Portland VAMC. This requirement is for full-service maintenance and repair services for subject equipment. This equipment is classified as High-Tech Medical Equipment (HTME). The full-service maintenance and repair service plan will include all parts, labor, travel costs, preventative maintenance, technical support, and system upgrades to ensure the Flexible intubation scopes and Rigid ENT scopes units operate according to manufacturer’s specifications.
3. Specific Tasks
General Requirements:
- Unlimited repairs on 85 Rigid ENT scopes
- Unlimited repairs on 13 Flexible
Specific Requirements:
- All repairs shall be accompanied by a loaned piece of equipment shipped out next day air at no additional cost to the government.
- All loaner equipment shall be the same model and be new or like new.
- All shipping to and from the Portland VAMC shall be covered in agreement and shall be at no additional cost to the government.
- All repairs must be performed by a Karl Storz OEM Certified technician.
- Any exchanges of scopes due to damage shall be communicated with the Portland VA and provided at no additional charge.
- All damage shall be repaired, including those that are due to abuse or misuse.
- Response time for all phone calls shall be no longer than 4 hours. Telephone support shall be available 24/7/365.

4. Performance Monitoring
The tasks are well defined and can, therefore, be easily monitored by the Government point of contact (POC), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the POC. The POC will assure contractor quality by routine inspections, product sampling, and monitoring of work while work is being performed.
5. Security Requirements
All contractor employees will be hosted/monitored/escorted by PIV’d VA personnel while onsite.

7. Inspection and Acceptance Criteria.
The POC is responsible for certifying that the work done under this contract is performed to standard. The POC is also responsible to assure the inspection and acceptance of products provided incidental to services.

Work will be performed at the PVAMC or Approved Karl Storz location.
