To be considered equal, the equally proposed products must meet or exceed the following salient characteristics:
- Play system must be crafted from materials that are soft to the touch, with high quality soft foam surfaces that are smooth and protective.
- Must have an antimicrobial surface, such as a urethane coating to inhibit the growth of germs, bacteria and other microorganisms. Surfaces must be accessible and easy to clean.
- Play system must be colorful, with bright artistic details. Must promote sensory, physical, cognitive, and imaginative play.
- Play system must be appropriately sized and scaled for pre toddler and toddler aged children.
- Must include safety flooring with specifications meeting the following parameters: 1.5” rated at 5’ fall height under ASTM F1292. Must meet ASTM F1951ADA Accessibility requirements. Carpet must be commercial grade.
- Space to fill will be approximately 304 sq. feet with walls and columns within 44” of the sculptures being padded. Sculptures shall have at least 36” of space between them, with that space being filled with safety flooring. The space is 11’x 28’3” with 2 columns..
FAR Provisions 52.212-1 and 52.212-2 apply to this acquisition. Evaluation criteria is lowest price technically acceptable, inclusive of options. A complete copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, must be completed in SAM.gov at the time of quote submission.

Where FAR clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to, the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.
Quotes are due by April 7, 2025, at 1:00 p.m., Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil to be considered for award. If it is in the best interest of the government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Quotes shall list two points of contact for the offeror, including name, phone number, and email address.
