This Sources Sought/Market Survey Notice is being conducted by the Louis Stokes VA Medical Center, Cleveland, OH to identify other sources that are capable of providing the restoration of all the Public Restrooms, Terrazzo Hallways 1st Floor and Basement, and Deep Cleaning of the Canteen Services area of the Cleveland VAMC. All floors will be restored to a like new" appearance, integrity and the application of an inorganic permanent protect barrier. The process should be permanent so that the appearance can be maintained using conventional cleaning processes without the need for additional annual maintenance services. The restoration condition desired shall be equal to the Permatect Installation process. Please see attached Performance Work Statement. Performance Work Statement The contractor shall furnish all labor, supervision, supplies, tools and equipment, travel, and services necessary to prepare and apply protective sealant to tile flooring to include the immediate 4 inches of ceramic tile from the floor up the wall. In addition, the Contractor shall provide restorative services as requested to maintain a like new appearance of the ceramic tiled flooring and grout. All surfaces must be free of dirt, debris, odors, and stains. Services shall include but are not limited to chemicals, restoration cleaning, coating removal, deep cleaning, scratch removal and grout repair. Missing grout shall be replaced and match in both color and texture. The Contractor IS NOT required to repair loose or broken tiles. Specific Tasks. Deep Clean Tile and Grout Floors and Walls. Replace any missing Grout Topping. Touch up any worn or missing coating. Daily sanitizing and application of Permatect Bioesque Botanical Disinfectant. Terrazzo Hallways 1st Floor and Basement Quarterly Maintenance (one calendar year) 5117 Sq Ft x 4 Services Per Year= 20469 Dimond Polish to 800 Grit. Deep Clean Canteen 3192 Sq ft Kitchen Quarry Tile and Grout Work schedule will be determined within 30 days of award. Most of the work shall be accomplished after 4:30PM on Monday through Friday or on the weekend. Rooms must be completed in 12 hours and open for business no later than 7:30 Am. The VA reserves the right to make last minute adjustments to the schedule/hours contingent upon the needs of the Medical Center. Total cost shall include all expenses associated with the project, i. fuel, travel, etc. Contractor shall furnish labor, supplies, materials, supervision, and tools necessary for a professional job. Contractor shall apply all measures to control odors produced by their work including exhaust fans. Contractor shall provide a room schedule prior to starting the project identifying each room that will be completed each day. This schedule shall be given to the EMS Chief designee ten (10) business days prior to starting the project. Once the schedule is approved, no deviation will be permitted without prior approval of the VA. Coating Removal Remove all existing surface polymer-based coating and/or seals with either Permatec s Remove It or equivalent. Floor will be agitated to ensure loosening and emulsification of existing coatings. Floor needs to be rinsed with neutralizer to ensure that all surface contaminants have been removed. The residue shall be removed by suction. Sealing. Vinyl tile. Permatect s Inorganic Siloxane based Permanent Barrier shall be applied to the entire tile surface to provide impermeable seal over the entire treated area. This shield shall have a mate or high gloss shine appearance when it is dried. This product shall be inorganic with an oil, urine and water repellant compound with sufficient particle size of the emulsion and surfactant package to allow deep penetration of porous tiles substrates and must have an adhesion mechanism which is both mechanical and chemical. Application of additional Slip Resistant Coating. A Final Coat of Permatect s Perm grip Slip Resistant Coating shall be applied. Downtime. The floor must be available for foot traffic in four hours after completion of the work. Support Service. Contractor shall offer an optional periodic scratch maintenance support service on Federal Supply contract. Warranty. Provide a Four-year warranty on the integrity of the completed process when maintained in accordance with specific procedures. Contractor shall warrant the appearance and integrity of the tile and grout surface indefinitely as long as an optional sanitation support service is continued by the owner. Performance Monitoring Performance will be monitored on a regular basis. Security Requirements General Security Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security. Check - In Requirements The Contractor Service Personnel and/or representative must report to the appropriate department Supervisor or designated point of contact (POC) to sign in with department staff before work begins. Additionally, one must submit any mobile media devices that would be used on the system for a virus scan. Upon completion of work, the Contractor Service Personnel and/or representative must report to the appropriate department Supervisor to brief that Supervisor or related department staff point of contact (POC) if Supervisor is unavailable concerning completion of service, and then to sign out. At the end of each briefing, Contractor Service Personnel and/or representative will and must sign out.
