The 366 Contracting Squadron (366 CONS) of the 366 Fighter Wing (366 FW) is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to provide the following at Mountain Home AFB, ID 83648:
Rental Equipment.
- Pipeline Trencher. Quantity: One (1), (This is a Brand Name or Equal Requirement. Brand Name information is for reference only) Contractors may propose an Or Equal Product meeting the salient characteristics of each item.
Salient Characteristics: CAT T1055III or equivalent. Caterpillar C13 ACERT Tier 3; 415 HP; 32” wide trench; Discharge higher 64”-78”
Government Projected (Estimated Usage) per month: 960 Hours total. Approx 240 Hrs per month.
Training: The contractor shall perform and complete training for the Pipeline Trencher within the first week of equipment delivery.
- Tracked Excavator. Quantity: One (1), (This is a Brand Name or Equal Requirement. Brand Name information is for reference only) Contractors may propose an Or Equal Product meeting the salient characteristics of each item.
Salient Characteristics: John Deere 245 or equivalent. P-Tier Mid-Size Excavator; 150 -190 HP; 32” Bucket; Digging Depth Required 21ft.
ATTACHEMENTS: List equipment attachments AND Salient Characteristics for each item.
- FX225 Hydraulic Hammer or equivalent:
- Impact energy class, 4,250 ft lbs.
- 2,350 – 2,610 psi (Acceptable psi range.)
- 33 – 50 GPM (Acceptable GPM range.)
- 350 – 550 BPM (Adjustable blows per minute.)
- HP135 II Compactor or equivalent:
- Minimum 28” – Maximum 32” wide.

- Trench Roller. Quantity: Two (2), (This is a Brand Name or Equal Requirement. Brand Name information is for reference only) Contractors may propose an Or Equal Product meeting the salient characteristics of each item.
Salient Characteristics: Wacker Neuson RTLX-SC3 or equivalent: 24” – 32” wide, Double Padfoot Vibratory Drum, remote controlled.
Government Projected (Estimated Usage) per month: 960 Hours total. Approx 240 Hours per month.

Currently, the 366 Contracting Squadron (366 CONS) at Mountain Home AFB, ID 83648 intends to issue a Combined Synopsis/Solicitation / Request for Quotes (RFQ) to those potentially interested vendors who respond to market research efforts. Currently, the estimated contract period Delivery or Period Of Performance (PoP) is from 01 June 2025 through 01 October 2025.
The NAICS code for this requirement is 532412, “Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing” The Small Business Size Standard is $40 Million Dollars.

366 CONS is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement at Mountain Home AFB to a small business. Depending upon the responses to this notice and other market research, 366 CONS may limit the competition to a specific socio-economic small business category at the exclusion of all other potential business concerns.
This announcement serves as the first step for 366 CONS to determine the viability of setting aside this requirement for competition solely within or among certain small businesses in selected categories. This is a Sources Sought Announcement only; no solicitation exists or is available at this time. Requests for a solicitation shall not receive a response.
This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, currently, the government anticipates
Issuing a Combined Synopsis/Solicitation which will be posted to the GPE (sam.gov).
