INTRODUCTION
The Transportation Security Administration (TSA) is conducting market research to determine interest, capability, and socio-economic category of potential sources for Firing Range Services to support a Field Office within the Office of Law Enforcement at TSA.
This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Note: If you are submitting a capabilities statement and your firm does not own/operate the proposed range facilities, your capabilities statement must address how your firm will meet performance requirements/Limitations on Subcontracting. See Federal Acquisition Clauses 52.219-3, 52.219-14, 52.219-27, or 52.219-29 for information concerning performance requirements/limitations.
BACKGROUND
The use of commercial or Governmental firing ranges are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties.
SCOPE
The requirements for an acceptable range are included in the DRAFT REQUIREMENTS section below. The intent of the acquisition is for the rental/usage of existing ranges meeting all specifications outlined in the DRAFT REQUIREMENTS.
RESPONSE INFORMATION
In order for the TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the required services, a Contractor's Capabilities Statement is requested. This statement must identify your company's capabilities to meet the requirements identified in the attached DRAFT Statement of Work (SOW), Full Company Name, UEI Number, Tax Id Number, Company Point of Contact, mailing address and phone number, Current Business Size (i.e., small business, 8(a), woman owned, veteran owned, etc.), and what experience you have providing similar and/or same services.
The capabilities statement shall not exceed four (4) pages in length and shall be in either PDF or MS Word Format.
Telephone responses will not be accepted. Future information about this acquisition, including issuance of a solicitation and/or applicable amendments, will be issued through Contract Opportunities (www.SAM.gov). Interested parties are responsible for ensuring they have the most up-to-date information regarding this acquisition.
This Sources Sought Notice is issued solely for informational and planning purposes only and is not a solicitation. A Government requirement for this service is being developed, and a contract may or may not result. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
Draft Requirements
NOTE: THE RANGE MUST BE AN ESTABLISHED RANGE; THIS IS NOT A REQUEST TO BUILD A RANGE. The range shall be within ten-mile radius of Airline Drive and Freeport Pkwy, Dallas Texas. Furthermore, the range must be in a location that can be accessed by vehicle within a 15-minute drive (with traffic).
The proposed range must meet the following standards to qualify for consideration:
1. The range must be an indoor, live-fire facility capable of all-weather use, with temperature-controlled or appropriate venting to ensure consistent and reasonable training environments across seasonal changes.
2. The range must have a fully concrete or similar hard surface (non-slip) with distinct shooting positions for the 1.5, 3, 7, 15, and 25-yard lines.
3. Not less than 20 firing points with a distinct firing line indicator (i.e., firing line for indoor).
4. The range should possess mechanical or automated target systems that allow shooters and instructors to adjust target distances and reset targets remotely, enabling advanced, interactive training scenarios.
5. The range must be capable of using manual target stands for scenarios/situations that require shooters/instructors to set up targets themselves.
6. Must possess or provide free standing target backers to accommodate a class of up to 20 students.
7. The range should be capable of utilizing moveable barricades for the 15- and 25-yard lines.
8. Any downrange covering supports, barricades, or barricade holders on the range shall be constructed of a material that does not deflect/ricochet rounds that inadvertently strike it (e.g., wood).
9. The range must accommodate all handgun calibers, including frangible ammunition for steel targets, as well as shotgun slug ammunition and 5.56/.223 caliber rifle ammunition, ensuring versatility and safety for diverse firearms training needs.
10. The range must accommodate low-light and night-fire drills, equipped with dimmable ambient / safety lighting on all days scheduled.
11. The range shall be well lit in a manner that minimizes shadows or glare
12. All firing lanes at the range must be free from public view and the designated range area must be closed to the public during the corresponding hours of use.
13. The range must have parking available for up to 25 vehicles and capable of accommodating temporary or long-term parking of two 10x24 ft trailers.
14. The range must have male and female restroom, running water, and handwashing stations.
15. Must have a designated firearms cleaning area.
16. The range rules must permit movement between firing points, multiple and rapid-fire drills, drawing and firing from holsters, and tactical move-and-shoot drills, fostering comprehensive firearms training.
17. The range must have electrical outlets available within a reasonable proximity to the firing line, cleaning area, and any storage areas.
18. The indoor range must possess a ventilation and air filtration system that conforms to existing OSHA standards, including the installation of HEPA filters and lead particulate filtration systems capable of removing airborne toxins, gunpowder residue, and carbon monoxide.
19. An adequate and regularly maintained bullet trap system utilizing steel, rubber, or ballistic rubber materials must be in place to safely contain projectiles and prevent ricochets. The range owner will be responsible for lead recovery at the range.
20. The Range shall be equipped with a compliant fire suppression system, such as sprinklers or chemical extinguishing agents, meeting local fire codes, NFPA 13 standards, and have fire extinguishers strategically placed in common areas, near shooting lanes, and within easy reach of all personnel.
21. The Range shall be equipped with seating for non-active shooters, located in areas separated from active shooting lanes and protected by safety barriers or glass walls to shield against noise and potential projectiles.
22. The range shall have a minimum of storage area for personal range bags, equipment, gun cleaning equipment, and the like in reasonable proximity to the firing range.
23. The range shall provide a minimum of 10’x10’ secure, storage facility that can be accessed by DHS employees for storage for targets (paper, steel, and 3D targets), range supplies, ear protection, safety glasses, cleaning materials, and general range-related equipment.
24. The range shall be capable of providing secure storage of ammunition in appropriate fire-rated cabinets, safes, or rooms that comply with local fire safety and OSHA standards.
25. The range must be available Monday, Wednesday, and Friday, 8:00 AM to 4:00 PM, with the ability to schedule for weekends, holidays, or after hours.
26. The range must provide freedom to change day / times, if range availability allows for it; within 24 hours to allow for required training.
27. DHS personnel are expected to use the 20-point range an average of 12 days per month, totaling 144 days per year, with each day consisting of 8 hours of use. This equates to an estimated 21,000 rounds fired per month and approximately 63,000 rounds per quarter. In total, DHS anticipates requiring 1,152 hours of range time annually, with these projections serving as the basis for pricing proposals.
28. The facility shall be willing to sign a Non-Disclosure Agreement (NDA) covering any sensitive training materials observed by facility personnel and implement strict policies to ensure the confidentiality of training content and CCTV footage. CCTV footage shall be prohibited from being shared with the public and made available only for internal use or by authorized personnel.
29. The range must include CCTV systems covering all access points and parking areas, with DHS representatives granted unlimited access to monitor and ensure facility security.
30. The Range shall be capable of complying with all applicable ATF rules and requirements, adhering to OSHA standards for workplace safety, air quality, and noise levels, following NFPA guidelines for fire safety and range construction, and meeting EPA and NIOSH regulations for lead exposure, including lead particulate monitoring and safety procedures
