This is a Sources Sought Notice for information only. This is not a request for quotes/proposals or an invitation for bids.
In accordance with Federal Acquisition Regulation (FAR) 10.002(b), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation. This notice is to determine the availability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Business and Woman Owned Small Business) to provide the required services.
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) Non-Destructive Testing Inspectors are required to receive a minimum 96 hours of training for Phased Array Ultrasonic Testing (PAUT) and a minimum of 80 hours of training for Time of Flight Diffraction Ultrasonic Testing (TOFD). Contractor shall provide two training sessions in a government provided classroom on the island of Oahu at Pearl Harbor Naval Shipyard or similar facility. The contractor will provide PAUT (2 weeks) and TOFD (2 weeks) Training to 12 students in a 4 consecutive week period. The specific number of students will be provided prior to scheduling of the training. Scheduled training dates will be coordinated with a government representative, in which contractor will be given 30 days’ notice prior to training start within the Period of Performance.
The applicable North American Industry Classification System (NAICS) code 541380 – Testing Laboratories and Service; the size standard for this NAICS in millions of dollars is $19M. Product Service Code is U004 – Education/Training – Scientific/Management.
This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred.

To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to complete this requirement, the Government has sole discretion.
