This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.
The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) are expanding their Surface Radiation Budget Network (SURFRAD), as well as their compact, portable radiation systems (RadSys) and upgrading their instrumentation at the Global Monitoring Laboratory (GML) Baseline Observatories. GML needs to purchase new solar radiometers to outfit the new permanent sites and portable platforms. GML currently uses Kipp and Zonen radiometers and solar trackers in their existing networks. When taking measurements at different locations it is important to maintain consistency in instrumentation to facilitate accurate data analysis. GML requires pyranometers like the Kipp and Zonen CMP22 and CMP21 to support the SURFRAD and RadSys networks.
INTENDED USE/PURPOSE:
The CMP22 and CMP21 pyranometers allow GML to measure both the total and diffuse components of the solar radiation at GML’s current and new observation sites. The CMP21will be used to measure the total downwelling solar radiation as well as the reflected shortwave solar radiation. The CMP22 will be used to measure the diffuse radiation at GML’s observation sites as well as the diffuse standard group for GML’s Solar Radiation Calibration Facility. The pyranometers will be used to replace the aging pyranometers in GML’s networks and collect high quality data, which can then be used for improving weather and climate models, renewable energy, wildfire smoke studies, and satellite products. Any new instrumentation needs to be able to fit into the current infrastructure at any of GML’s existing measurement sites, and meet the standards outlined in the ISO 9060 report. These are the only known instruments that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below.
