This requirement is pursuant to Emergency Acquisition Flexibilities (EAF). 2. All contractual documents (i.e. contracts, purchase orders, deliveryorders,task orders, and modifications) related to the instant procurement areconsidered to be 'issued' by the Government when copies are either depositedinthe mail, transmitted by facsimile, or sent by other electronic commercemethods such as email. Repair Turnaround Time (RTAT): the resultant contractual deliveryrequirement is measured from asset Return to the date of asset acceptance underthe terms of the contract. For purposes of this section, Return isdefined asphysical receipt of the F-condition asset at the contractor's facility asreflected in the Action Date entry in the Commercial AssetVisibility (CAV)system. In accordance with the CAV Statement of Work, the contractor isrequired to accurately report all transactions by the end of the fifth regularbusiness day after receipt and the Action Date entered in CAV must be dated toreflect the actual date of physical receipt. The Contractor must obtain finalinspection and acceptance by the Government for all assets within the RTATsestablished in this contract. All classified material must be handled in accordance with the National Industrial Security SecurityProgram Operating Manual (NISPOM) (DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R). \ 1. SCOPE 1.1 This contract/purchase order contains the requirements for manufacture or refurbishment and the contract quality requirements for the TRIM AND DRAIN ASSY . 2.
