Specifications include, but are not limited to: The Department of Services for Children, Youth, and Their Families (otherwise known as “DSCYF” or “Department”), Division of Family Services (otherwise known as “DFS” or “Division”) is requesting proposals for the purpose of awarding contracts to individuals or agencies to provide an array of family support services to families involved with DFS. This Request for Proposal (RFP) includes the following categories of services: • Case Management to both prevent family separation and to reunify separated families • Home Based Family Support Services o Applied Behavioral Analysis (ABA) services • Family Time (visitation) • Parent Enrichment/Education • Home Assessments; The Division has identified a continuum of home-based family support services to help families identify strengths and needs, build strengths to resolve needs, increase safety, and reduce risk factors to prevent placement of children outside of the home or reunify children and families if out of home placement has occurred. DFS hopes to achieve the following: 1. Partner with families to prevent unnecessary entry into foster care through prevention planning 2. Promote timely reunification of families when they are separated 3. Continue connections between children and their families when they are separated 4. Enhance caregivers’ parenting practices and behaviors 5. Provide support to caregivers of youth with intellectual or other developmental disabilities including Autism Spectrum Disorder 6. Help families build a strong supportive network 7. Improve caregiver skills and address risks so children are cared for by adults safely
