Specifications include, but are not limited to: 3.4 AE Scope of Work: Step 1 – Programming and Preliminary Design A. Review previous programming from 2022 Site Feasibility Analysis and other previous studies. B. Tour and examine existing Police, Fire/EMS, and Administration facilities, as needed. C. Review previous space block diagrams for building and site and update as necessary. D. Determine how to best phase different aspects of the Project to meet the community’s short- and long-term needs, including requirement of public safety response ability. E. Review any necessary due diligence materials, including utility and property boundaries. F. Issue updated program report including updated property information. G. Provide conceptual designs and related specifications as needed to support construction cost estimating work by CM. H. Assist CM and City with preparation of a project cost model based on programming and preliminary design results, plus results of property evaluation work. I. Assist CM and City with development of preliminary master design and construction schedule. J. Provide presentation quality drawings of conceptual design including a site plan, floor plans, and color interior and exterior renderings. K. Provide 3-D conceptual images. L. Present findings of the consolidated report to the Ad-Hoc Civic Campus Facility Committee/Facilities Committee and City Council. 3.5 AE Scope of Work: Step 2 – Cost Estimating and Schedule Support AE basic services are expected to include the following conditions, as well as periodic meetings with City, CM, and key City team members to review project design and to help assure compliance with the budget including any value engineering efforts. Schematic Design – Preliminary Design/Layout Design Various studies and analysis should be used to guide preliminary design. The design should reflect the philosophy and desires of City leaders and staff, the diversity of activities planned for the facility and future growth needs. In addition to the items listed below, the architectural team is expected to provide the full range of services that are standard during the Schematic Design phase. A. Work with CM throughout the Schematic Design process to obtain cost input. B. Submit drawings and other descriptive information to the CM for estimates of the Cost of Work at fifty percent (50%) and one hundred percent (100%) complete Schematic Design (“SD”). C. Provide energy and life cycle analysis, as needed. D. The AE will work with the City’s Furniture, Fixture and Equipment (FF&E) team to select FF&E, and help determine which items are provided by the Contractor and which items are provided by the City, and installed by the Contractor. E. If revision is required to comply with the authorized project budget for Cost of work at the conclusion of the SD phase, AE will incorporate the required revisions in the Design Development (“DD”) phase at no additional cost to the City
