Specifications include, but are not limited to: a) Engage in a direct service partnership with MHD home visiting programs to assist families in reaching these programmatic goals: • Improve birth outcomes; • Enhance family functioning; • Support child health, safety, and development; and • Prevent child abuse and neglect. b) Provide support to maternal child health staff, supervisors, and managers: • Enhance ability to serve clients; • Strengthen staff capacity to incorporate self-care into daily practice; • Enhance knowledge of topics and community resources related to mental health including infant mental health and the provision of trauma-informed care; • Connect families to appropriate mental health resources through assessment, referral, and follow-up; • Support supervisors and managers in their provision of reflective practice; • Support and enhance team functioning, relationships, and morale; and • Advise on best practices and policy recommendations related to mental health. 2) Scope of Services a) Provide mental health consultation services using practitioners trained in infant and early childhood mental health*; specifically: • Facilitate up to four (4) staff group meetings per month which could include reflective practice, case consultation, self-care/vicarious trauma, and/or topic discussion for Empowering Families of Milwaukee (EFM), Direct Assistance to Dads (DAD) Project, and Birth Outcomes Made Better (BOMB) Doulas. • Facilitate two (2) meetings per month with Community Health leadership which could include reflective practice, case consultation, self-care/vicarious trauma, and/or topic discussion for EFM, DAD Project, and BOMB (one {1} meeting for EFM/DAD Leadership and one meeting for all Community Health Program Managers). • Provide up to four (4) specialty training sessions around mental health/crisis protocol per year, dependent upon MHD need. • Provide direct support for field staff and leadership through telephone or inperson meetings/home visits, as needed. b) Meet the following reporting and deliverable requirements: i) Track Mental Health Consultant outcome data • Type of consultation: joint home visit, group meeting, training session, phone, or in-person meeting • Reason for consultation • Summary of consultation and recommended follow up plan. ii) Submit monthly outcomes data reports to Community Health Program Managers. iii) Submit monthly invoices to the Community Health leadership designees (i.e. program managers or director) using the template provided by MHD**. c) Agree to the following compensation guidelines: i) Services provided for MHD staff by selected provider(s) are compensated by payment under the rates and fees in the Cost Proposal and as negotiated in the final contract. ii) Selected providers shall not bill any medical insurance, including Medicaid, Medicare, or a private insurer for the cost of providing service to MHD staff or others conducted under this contract. *For subcontracting details, please see the City of Milwaukee’s Purchasing terms and conditions dated October 24, 2022. https://city.milwaukee.gov/Purchasing#.YemUbGjMKUk **MHD reserves the right to review deliverables and withhold payment for any unmet deliverables proportional to the progress made until further discussion and written explanation regarding the unmet deliverables can be resolved between the contract recipient and MHD.
