Specifications include, but are not limited to: On behalf of the State of Delaware, the State Employee Benefits Committee (SEBC) is seeking proposals from disability vendors for its fully insured Long-Term Disability (LTD) program and to provide claims management for its self-insured Short-Term Disability (STD) program with a small grandfathered closed group of two members that is a self-funded LTD program. Disability benefits are currently offered to approximately 39,167 State employees and 1,245 University of Delaware employees. Eligible participants include the State’s pension eligible employees, including school district, charter school, university and community college employees. By statute, employee unions cannot negotiate for benefits. DIP participants primarily reside within the State of Delaware. Each organization’s human resource office exercises a high degree of independence with regard to interacting with the DIP vendor and employees who have either applied for or are receiving DIP benefits.
